Duties

Help

  • Serves OIG, DoD technical authority on the management and execution of intelligence evaluations performed by the OIG, concerning special access programs and the various intelligence missions and related disciplines, including Human Intelligence, Signals Intelligence, Electronic Intelligence, Imagery Intelligence, Measurement and Signature Intelligence, or Counterintelligence.
  • Provides information and advice to the Inspector General (IG), Deputy Inspector General (DIG) for Intelligence and Special Program Assessments (ISPA) on all matters relating to intelligence evaluations and assessments conducted within DoD.
  • Establishes and maintains effective liaison and coordination with senior representatives of the OIG, DoD, Congressional committees, including intelligence committees, the Office of the Secretary of Defense (OSD), the Organization of the Joint Chiefs of Staff (OJCS), Defense Agencies, Unified Commands, the Intelligence Community Inspector General, the Inspector Generals within the Intelligence community, the military departments, other DoD Audit organizations, the General Accounting Office (GAO), the Central Intelligence Agency, and any Federal, State or Local government agency, non-governmental organizations and individuals requiring evaluation coverage.
  • Coordinates all planning in the DoD intelligence evaluation community. The incumbent also serves as the DoD OIG, Issue Area Coordinator for intelligence evaluations conducted in the Department consisting of 4 major intelligence agencies, service components, and the unified commands.
  • Represents the OIG, DoD, in dealing with the DoD, the GAO, other Government agencies and activities, Congressional staffs, private industry officials and news media personnel in evaluation matters involving the assigned intelligence and intelligence-related areas.
  • Plans and maintains a comprehensive program of evaluations within the intelligence arena, with primary focus on intelligence programs and operations. Projects may involve missions and functions throughout the intelligence community.
  • Frequently conducts joint projects with other Government agencies of intelligence activities that are jointly operated. Manages projects that involve intelligence missions, functions, and systems. Conducts senior-level internal and external coordination and plans, directs and controls resources to ensure performance of adequate evaluation coverage in the area of intelligence.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD OIG).
  • Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless
  • The incumbent must adhere to the DoD Standards of Conduct.
  • Incumbent is required to complete a Financial Disclosure Statement, OGE Form 278, annually and to inform supervisor of any conflict of interest or potential conflict of interest whenever such conflict has been identified.
  • Military retirees seeking to enter civil service in the Department of Defense now require a waiver if they are within 180 days following their official date of retirement (5 United States Code 3326.)
  • If you have not previously successfully completed a probationary period with the Federal Government in a similar position (i.e., Supervisory), you will be required to serve a two year probationary period.
  • If you have not previously successfully completed a trial period with the Federal Government in a similar position, you will be required to serve a one year trial period.

Qualifications

Specialized Experience: You must have at least 52 weeks of specialized experience at the GS-14 level in the federal service or at an equivalent level. Specialized experience is defined as regular duties in leading, or supervising teams performing assessments, evaluations or similar reviews of programs, functions and operations. Duties include developing project plans, executing plans, gathering and analyzing data, developing recommendations and corrective action, and working with clients reviewed and other project stakeholders and participants.

Education cannot be substituted for experience at this level.
