Summary

The incumbent serves as Chief Operating Officer (COO)) within the Office of Community Care (OCC) and provides executive level support to the Executive Director by providing oversight and guidance on business operations and administrative initiatives for the Office of Community Care.

The OCC is responsible for a broad range of activities to support the delivery of health care benefits for Veterans and their beneficiaries, with healthcare services external to VA facilities. OCC is responsible for a wide range of health benefit administration matters and activities including administration of the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), Spina Bifida (SB), Children of Women Vietnam Veterans (CWVV), Caregivers, Foreign Medical Program (FMP), Foreign Compensation and Pension Exams, State Home Per Diem, Camp Lejeune, and aspects of Veterans Community Care.

  • Collects, evaluates external and internal information relevant to the organization's present and future state, and assists the Executive Director in developing long-range plans that will position the organization to attain its desired future state.
  • Works independently and exercises resourcefulness and good judgment in recommending solutions to concerns/problems identified by special projects and studies.
  • Provides executive leadership and direction on budget, equal employment opportunity, and workforce management issues.
  • Manages organizational changes throughout the organization or major change to the structure and content of OCC programs or program segments.
  • Creates and refines an organizational structure that best facilitates implementation of the key tenants of its strategic plan and transformational initiatives.
  • Increase standardization of business practices that improve the efficiency and effectiveness the services provided through the implementation of policies, guidelines, and procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

1) Collects, evaluates external and internal information relevant to the organization's present and future state, and assists the Executive Director in developing long-range (strategic) plans.
2) Evaluates and advises on organizations, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files and documentation.
3) Increase standardization of business practices that improve the efficiency and effectiveness the services provided through the implementation of policies, guidelines, and procedures.
4) Determines short-term, mid-term, and long-term solutions to implement and enhance program operations and management.
5) Planning program strategies, providing expert advice, monitoring performance, developing initiatives, and writing and developing directives, policies and procedures to be utilized during national implementation.
6) Prepares briefings, presentations and other high-level documents in support of national programs, special projects and studies.
7) Provides executive leadership and direction to offices, facilities and major department level initiatives.

You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.

There is no educational substitution at this grade level.


Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
