Summary

This position is located in the Office of Oceanic and Atmospheric Research (OAR), Geophysical Fluid Dynamics Laboratory (GFDL) with one vacancy in Plainsboro, New Jersey.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

The ZP-4 is equivalent to the GS-13/14.

The full performance level of this position is ZP-4.

If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

Help

As an Research Oceanographer, you will perform the following duties:

  • Lead efforts to improve the representation of coastal ecosystem processes within global climate and earth system models.
  • Improve scientific understanding of past, present, and future marine ecosystems, biogeochemistry, and climate, and their interactions with human activities.
  • Investigate marine ecosystem predictability using earth system models.
  • Provide informed guidance on a range of water quality, living marine resources and climate change issues to Line Offices; Take part in science focus groups; Represent ocean ecosystems and biogeochemistry predictability and prediction communities; Attend conferences and present research; Peer review scientific papers and proposals; and collaborate with faculty, students and postdocs.
These duties are described at the Full Performance Level of ZP-4, the ZP-3 is developmental leading to such performance.

CONDITIONS OF EMPLOYMENT: This position requires the operation of a Federal motor vehicle. Incumbent must possess a valid driver’s license to drive a federal motor vehicle on a regular and recurring basis.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for specialized experience OR a combination of education and experience (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: Major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

OR

B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.

Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Assisting in identifying modes of ocean biogeochemical predictability and developing tools for biogeochemical prediction including data assimilation; and
  • Participating in ocean biogeochemical prediction capacity to address critical questions in environmental variability with changes in water quality on living marine resources, including ocean hypoxia and acidification.
-OR-

SUBSTITUTION OF EDUCATION: 2 years of progressively higher level graduate education leading to a Master's degree or Master's or equivalent degree in related field.

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: Only undergraduate education in excess of one full year is qualifying for a combination of education and experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Identifying modes of ocean biogeochemical predictability and developing tools for biogeochemical prediction including data assimilation; and
  • Developing an ocean biogeochemical prediction capacity to address critical questions in environmental variability with changes in water quality on living marine resources, including ocean hypoxia and acidification.

Additional information

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Skill in developing research and research proposals, and presenting scientific information to internal and external stakeholders.
  • Skills in computer modeling and data representation in the development of various Earth Systems models meant to lead efforts to enhance our scientific understanding of climate impacts and adaption opportunities.
