Help

The selectee serves as a maritime subject matter expert for all "Engine" related maritime operations, training and qualifications. They are responsible for analyzing training subject matter requirements submitted for approval.

Being a CG civilian makes you a value member of the CG team. Typical work assignments includes:

  • Independently evaluating the maritime technical subject matter competence of individuals.
  • Analyzing training subject matter requirements submitted by the public for approval.
  • Assisting in reviewing the content of draft policy and directives.
  • Providing input on training and assessment requirements.
  • Coordinating with the Branch Chief on the development, analysis, and evaluation, of work methods and procedures in order to improve the effectiveness of the Team with regards to organization, budget utilization, resource management, and distribution of workload.
  • Preparing authoritative and explicit responses to Congressional, governmental agency, and public inquiries concerning training qualifications of merchant vessel personnel.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Applicant must have one year specialized experience equivalent to the GS-12 level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: merchant marine personnel, including mariner qualification, suitability screening, professionals evaluation, testing, credentialing, records and documentation.

Selective placement factor(s) must be met in order to receive further consideration: Applicant must hold or have held a U.S. Merchant Mariner Credential in the grade of 1st Assistant Engineer, Unlimited or higher or the equivalent military experience as Assistant Engineer Officer/Chief Engineer or higher and as a qualified Engineer of the Watch (EOW) on vessels of greater than 4000HP

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

  3. Ability to prepare correspondence and technical materials in a professional manner relating to the maritime industry.
  4. Knowledge of the Freedom of Information Act (FOIA) and the Privacy Act in order to avoid the unauthorized release of protected information.
