This position is part of the OFFICE OF GOVERNMENT INFORMATION SERVICES, National Archives and Records Administration. As a SUPERVISORY GOVERNMENT INFORMATION SPECIALIST, you will function as a full assistant to the Director, participating in and supporting the Director's initiatives to develop, execute, and administer the unique Federal government-wide program in support of agencies' administration of the FOIA and providing dispute resolution and Ombuds services to requesters and agencies.

Duties

Help

As a SUPERVISORY GOVERNMENT INFORMATION SPECIALIST, GS-0306-15, your typical work assignments may include the following:

  • Assist the Director in all aspects of program development, execution, and administration. Exercise direct management oversight for all actions involving operational activities of the OGIS.
  • Support the Director in the management of human, financial and other resources needed to accomplish OGIS program. Ensure that OGIS complies with all internal reporting requirements.
  • Support the Director by formulating a strategy concerning the development and implementation of OGIS programs by formulating plans, policies and procedures to facilitate the successful establishment, execution and administration of the government-wide OGIS program supplemented by published directives, guidance and procedures, interpretive assistance, training, etc.
  • Assess the impact of legislation, regulations and management decisions on OGIS programs. Develop and modify OGIS program strategy to address changing needs. Make adjustment in operations, policies and procedures to carry out these external mandates.
  • Review and process complaints from the public regarding the administration of the OGIS program/framework, using the information to improve OGIS program and to improve processes used by OGIS, Federal agencies and the general public.
  • Ensure proper administration and execution of dispute resolution services, including the use of technological tools.
  • Support the director in the development and conduct of outreach activities - Web content and site, brochures, training, etc.

  • Selective Service Registration is required for males born after 12/31/59.
  • You may be required to serve a supervisory probationary period.
  • Required to complete OGE Form 450 if selected.

Qualifications

You may qualify at the GS-15 level if you fulfill the following qualification requirements:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your ability to review and assess the impact of information access legislation and regulations (Freedom of Information Act (FOIA), as amended by, inter alia, the OPEN Government Act of 2007; Privacy Act, Federal Advisory Committee Act, Administrative Dispute Resolution Act of 1996, and Administrative Procedure Act, etc.); writing legally sound advisory opinions and other documents; reviewing, processing and releasing information in response to FOIA and Privacy Act requests, as well as respond to complaints regarding information access; perform or guide effective dispute resolution pertaining to information requests; guide and drive the compliance assessment program, develop and conduct outreach activities (social media, web content, brochures, training, etc.); formulating plans, policies and procedures; managing programs and projects; and supervising a professional staff.

Merit promotion applicants must meet time in grade requirements as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirement for the GS-15 level.
