Duties

Help

Analysis - Conducts comprehensive quantitative or qualitative evaluations of the effectiveness and efficiency of highly complex DoD-wide special access programs involving acquisition, intelligence, and operations and support. Performs comprehensive analysis and evaluations with respect to effectiveness, economy and efficiency, program results, regulatory compliance, and future capabilities of special access programs.

Planning - Advises DIG-ISPA and DoD OIG leadership on current issues, initiatives, and congressional budget language affecting DoD special access programs.

Execution - Independently, or in conjunction with a team of other special access programs-trained and oversight experts, designs and conducts a wide range of broad and difficult multi-dimensional DoD intelligence organizational, functional, and program evaluations.

Reports and other communications - Prepares reports and correspondence, including outlining, drafting, and editing.

Special projects - Participates in U.S. Intelligence Community Inspectors General Forum (IG Forum) that seeks to reduce overlap and redundancy within U.S. Intelligence Community while ensuring effective coverage, or other working groups that enhance the IG Forum mission as determined by the IG Forum.

Unless you have already completed a creditable probationary period, you will be required to serve a two-year probationary period.

Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.

The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

For the GS-13 level: You must have at least 52 weeks of specialized experience at the GS-12 level in the federal service or an equivalent level. Specialized experience is defined as having responsibility for a significant function within an intelligence enterprise, special access programs, or related security operation; and conducting evaluations to make recommendations for improvement of an intelligence enterprise, special access program, or related security operation.

For the GS-14 level: You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or an equivalent level. Specialized experience is defined as planning and conducting complex evaluations and applying innovative approaches, advanced techniques, and experience to a variety of complex technical and systematic problems related to the Department of Defense (DoD)-wide intelligence enterprise, special access programs, or related security programs; and analyzing efficiency and effectiveness of current or projected programs.

Candidates will be further evaluated on the level and quality of their experience and possession of the following relevant competencies in order to determine the level of your qualifications. These competencies include:

  • Knowledge of qualitative and quantitative evaluation methods and techniques
  • Knowledge of laws, executive orders, directives, instructions, and regulations governing DoD special access programs
  • Special access program planning, programming, and budgeting
  • Knowledge of audit and inspection policies, procedures, techniques, and practices
  • Ability to analyze and evaluate technical and management issues
  • Ability to obtain cooperation and maintain relationships with employees, managers, and senior officials
