Summary

This position is located in the Region I, Cambridge, MA Office of the Federal Transit Administration (FTA), reporting to the Director of the Office of Planning and Program Development. The office is responsible for administering the applicable sections of the Federal Transit Administration Act of 1964, as amended, the applicable provisions of 23 U.S.C. 103 (e) (4) and 23 U.S.C. 142, the National Environmental Policy Act (NEPA) and the Clean Air Act, as amended. This includes the planning, capital and operating grant programs of FTA and their management for assigned projects. The area of responsibility includes the States of Connecticut, Massachusetts, Maine, New Hampshire, Rhode Island and Vermont

The Office of Planning deals with transit programs that are characterized by the highest degree of complexity and sensitivity due to the type and number of on-going projects; the involvement of large sums of money and complex financial arrangements; the coordination of different transit needs; the involvement of multiple governmental jurisdictions; and the level of particularly complex, novel, and politically sensitive issues.

Help

As a Pathways Recent Graduate (Community Planner), you will:

  • Review metropolitan Transportation Improvement Programs (TIP) and review and recommend approval of State Transportation Improvement Programs (STIP), in coordination with Federal Highway Administration (FHWA).
  • Perform planning process certification reviews jointly with FHWA.
  • Perform analyses of grantees’ project justifications and applications for planning, capital, operating assistance as well as FTA’s New Starts program, considering all current requirements and documenting the rationale for approval, rejection or other action.
  • Provide technical assistance in interpreting regulations, circulars and policy guidance and assists in the development of guidance for regional management, grantees and headquarters staff.
  • Work with grantees in the development of environmental categorical exclusions and environmental assessments, and review those documents for compliance with National Environmental Policy Act (NEPA) and FTA program requirements.
  • Justify, defend issues and concerns through active participation in conferences, meetings, or presentations.
  • Maintain liaison with transit officials, grantees and other interested parties in the management of federally funded transit projects.

CONDITIONS OF EMPLOYMENT:

  • SELECTED PARTICIPANTS are on an excepted service appointment under the Recent Graduates Program and required to serve a one year trial period, and will be evaluated for conversion to a term or permanent appointment in the competitive service at the end of one year.

  • Recent Graduates will enter a formal training program with a mentor and execute an Individual Development Plan outlining training requirements and program expectations.
  • Recent Graduates must receive at least 40 hours of formal training directly linked to their employment field.
  • Recent Graduates serve a trial period for the duration of their excepted service appointment.
  • Recent Graduates will be required to sign a Pathways Recent Graduate Participant Agreement.
  • Applicants must provide documentation of completion within the previous 2 years of a qualifying, bachelors, masters, professional, doctorate, degree or certificate from a qualifying educational institution*.
  • Applicants must meet grade qualifications by start date.

  • Selectee is required to complete a Declaration for Federal Employment (OF-306) to determine suitability for federal employment and to authorize a background investigation.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade.

In order to qualify for this series, you must meet the following education/experience requirements:

You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.

Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-05, it must include:

  • Experience implementing the basic planning concepts, principles, techniques, and practices; the social, economic, political, and physical elements involved in human settlements; and the dynamics of change within these elements.
To qualify for the GS-07 on Education alone, you must have: Completion of one academic year of graduate level education; OR bachelor’s degree with Superior Academic Achievement* as defined in the Office of Personnel Management (OPM) Operating Manual for Qualification Standards; OR five academic years of pre-professional study.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07, it must include:
  • Experience conducting technical analysis of documents and projects regarding matters of policy, and grant administration.
To qualify for the GS-09 on Education alone, you must have:
  • At least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.
  • You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify on for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09, it must include:
  • Experience conducting technical analysis of documents and projects and developing appropriate review or response documents regarding matters of policy, grant administration and negation of project scopes to be funded.
  • Experience assisting projects and environmental review processes.
  • Experience assisting transportation project and program development.
To qualify for the GS-11 on Education alone, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
  • You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
