The position is located in the Department of Defense Office of Inspector General (DoD OIG). The Inspector General (IG) reports to the Secretary of Defense and the Congress. The DoD OIG has responsibility to detect and deter fraud, waste, and abuse, and promote the economy and efficiency of DoD Programs and operations, in accordance with the Inspector General Act of 1978, P.L. 95-452, as amended.

Duties

Help

  • The Assistant Inspector General for Data Analytics serves as the principal advisor for the analysis of data supporting investigations, audits, and evaluations, and conducts long-range planning and integration of data analytics into key OIG processes to facilitate data-driven decisions.
  • Develops short-term data analytics integration efforts by evaluating the feasibility of using data analytics to facilitate specific investigations, audits, and evaluations. Develops long-term data analytics integration solutions by evaluating OIG oversight operations and developing options to broadly integrate data analytics across the OIG enterprise. Ensures appropriate reliable data is collected, protected, and stored to support numerous oversight efforts.
  • Plans, directs, and implements:
    • The OIG's data analytics enterprise strategy and daily program activities;
    • Appropriate data governance, consisting of effective policy and standards for data quality and lifecycle management for a wide variety of data types across all classification levels;
    • Data analysis services, ensuring appropriate data set acquisition, integration, and dissemination of data analytic results;
    • Data analytics program management, including project management, change management, communications, and training;
    • Broad advisory services and subject matter expertise for data analytics across the OIG.
  • Improves how the OIG collects, analyzes, and manages data that may or may not be readily available. Ensures appropriate data is available, reliable, consistent, accessible, secure, and timely to support the oversight mission and activities of the OIG. Improves how the OIG describes the magnitude and impact of findings in investigation, audit, and evaluation reports.
  • Develops and implements a data services strategy to maximize the use of OIG data analytics for internal users, including data warehouses, large data sets, business intelligence tools, and staff training.
  • Develops OIG-wide data analytics policy, including a formal data governance framework and data life cycle practices, to optimize the contributions of data analytics capabilities to OIG oversight of DoD programs and operations.

  • U.S. Citizenship is required for this position.
  • Selected candidate will be subject to a two-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.
  • In accordance with Executive Order 12564, applicants selected are required to submit to a drug test and receive a negative drug test result prior to appointment.
  • Incumbent is subject to random drug testing for the duration of service with the DoD OIG.
  • Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
  • All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI) clearance.
  • Incumbent may be required to travel both in the Continental United States, as well as overseas locations.
  • All newly appointed career SES leaders must sign the Mobility Agreement which is required as a condition of employment.

Qualifications

Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position.

Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the below listed Executive Core Qualifications (ECQs) and technical qualifications (TQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position.

This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System.

MANDATORY TECHNICAL QUALIFICATIONS

The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

  1. Comprehensive in-depth knowledge of data management and effective data governance practices.
  2. Extensive knowledge of various applied quantitative analyses including statistical computing packages and modeling techniques; business administration; Hadoop and other information technology and visualization methods to translate data-driven insights into easily understood narratives, decisions, and actions; data warehousing and various data integration and management solutions.
  3. Executive level management experience in leading and motivating a highly skilled, technical staff. Experience with establishing or growing a data analytics team and/or demonstrated application of data analytics to OIG oversight efforts.

EXECUTIVE CORE QUALIFICATIONS (ECQS)
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

1. Leading Change. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen. The ability to manage human, financial, and information resources strategically.

5. Building Coalitions. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Education

Advanced degrees such as operations research, business administration with a concentration in finance, statistics, computer science, behavioral science with a concentration in quantitative research, or econometrics are highly desired.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated based on the quality and extent of their experience, training, and/or education indicated on their resume and responses to the technical and executive qualifications listed above. Resumes will be evaluated by a rating and ranking panel, and best qualified candidates may be invited to participate in a structured interview. The Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

In addition to meeting basic qualification requirements, applicants must have substantive experience which provides knowledge of the principles of organization, management and administration; and substantive specialized experience in a type of work or combination of functions directly related to this position.
