The primary purpose of this position is to serve as a Clinical Laboratory Assistant in the clinical laboratory with responsibility for performing the pre-analytic phases of laboratory testing procedures and may also perform the analytic and post analytic phases of waived testing procedures. This position is located in the Laboratory Department in the Phoenix Indian Medical Center, Phoenix, Arizona.

Duties

Help

  • Face to face and telephone customer service; computer data entry and retrieval. Responsible for documentation of all activities, monitoring supplies, and compliance with all regulatory and accreditation requirements related to safety and laboratory testing.
  • Assists the Medical Technologists and Medical Laboratory Technicians in operating various types of laboratory equipment ot perform tests in chemistry, urine analysis, hematology, etc., under the direction of the Supervisory Medical Technologist.
  • Collects blood specimens under special conditions with special techniques requiring advanced expertise, e.g., blood cultures. Prepares samples, (i.e., blood, urine, tissue) or sets up cultures as common to the laboratory department.
  • Receives and inputs all requests for testing into the laboratory Resource Patient Management System (RPMS) system and hospital electronic health record (EHR).

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S):
GS-03: Candidate must have had 6 months of general experience or 1 year above high school with courses related to the occupation.
GS-04: Candidate must have had 6 months of general experience and 6 months of specialized experience or 2 years above high school with courses related to the occupation.

SPECIALIZED EXPERIENCE:
Your resume must demonstrate at least six (6) months of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: knowledge of the processes, methods and procedures associated with laboratory testing; processing specimen meeting laboratory testing requirements; identifying unusual conditions and discrepancies; trains and provides orientation in phlebotomy and other specimen collection procedures.

GS-04: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

Education and Training:
For GS-3: Successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (b) 1 year of study that included at least 6 semester hours in chemistry and/or biological science.
For GS-4: Successful completion of (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is covered by a Bargaining Unit.

A two-year trial period may be required upon selection/placement (ESEP only)

This position has promotion potential to the GS-04 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
