About the Position:

The Office is located downtown within walking distance of Busch Stadium, home of the Cardinals baseball and Scottrade Center, home of the Blues Hockey team. Located in and around the downtown area are the Edward Jones Dome; the world famous Gateway Arch; St. Louis Zoo and many other attractions. Lambert International Airport has direct flights to most major cities. Train travel is offered by Amtrak. Our employees live in various locations in Missouri and Illinois. Commuting times vary from a few minutes to generally no more than 45 minutes one way. Local transportation is provided by bus and light rail with transportation subsidies available for mass transit users. Parking fees range from $2-$6 per day. There is a 1% city earnings tax charged to all who live or work in the St. Louis City limits. We offer a family friendly work environment with on-site daycare, state of the art fitness center, banking, and dining facilities.

This position is a TERMposition. It is time-limited and may be extended up to a maximum of six years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

Duties

Help

Performs the following duties in a developmental capacity until reaching the target GS-09 grade level:

  • Performs original organization and modified cataloging of archival materials and archaeological associated documentation in appropriate formats and transfers information to local databases or authority files.
  • Uses standard cataloging rules to catalog and process material in a variety of formats.
  • Organizes (classifies) and catalogs materials to make them accessible to users through automated finding aids in a variety of formats. Ensures finding aids are accurate and current.
  • Provides reference and research assistance to organizational personnel, customers, and contractors.
  • Interviews and interacts with customers to establish user needs. Accesses locally available information resources, on-line computer databases, and other libraries; primary historical resources, or external subject resources.
  • Creates appropriate search strategies. Explains arrangement and resources of the facility. Develops databases and archival finding aids to meet user needs. Performs abstracting and indexing duties to meet specialized user needs.
  • Performs assessments of customers' records (archival and non-archival) and provides recommendations for managing the records and making them more accessible for research.
  • Writes detailed reports for completed assessments, including budget and schedule estimates based on the provided recommendations.
  • Assists with the electronic document systems, the archival preservation of electronic media, and applicable professional standards for these materials.
  • Assists with digitization (scanning or photographic capture) of historical documents and site set up and training for such work.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  Additional information about transcripts is in this document.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).  You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Archivist:

A. Degree: Bachelor's degree (or higher degree) in archival science; or bachelor's degree (or higher degree) with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

 OR

 B. Combination of Education and Experience: At least 30 semester hours of courses, as shown in A above, plus appropriate experience or additional education. Acceptable experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes utilizing various cataloging methods and applying record series for small, simple collections, i.e., those having single format present records, well-defined groups of records, or having 50-150 boxes within collection; restoring arrangement of collections already having established organization and record series; performing preliminary inventories on large collections, i.e., those having 150-500 boxes within collection; and performs preservation activities, such as humidification, flattening, or encapsulation on sturdy items, items that aren't easily damaged, or those with little to no monetary value. . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: archival science, history, or American civilization.

OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

 (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
