Summary

Special Employment Consideration - VOW Act - WARTAC is open to Wounded Warriors and active duty Service members in the transition process (within 90 to 120 days of discharge). In accordance with the VOW to Hire Heroes Act of 2011, transitioning Service members must:

  • Meet all qualifications and eligibility requirements for the job opportunity; Submit certification on letterhead on letterhead of the appropriate military branch of service and contain the military service dates including the expected discharge or release date, and the character of service; AND
  • Separate from the armed forces within 120 days after the date of the certification submission.

The Veterans Service Representative (VSR) explains benefit programs and entitlement criteria, analyzes claims material, identifies issues, gathers relevant evidence, conducts interviews to adjudicate claims and inputs data necessary to generate the award and notification letter to the veteran describing the decision. Specifically, the VSR will:

Duties

Help
  • Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence and the evaluation of evidence of income, employability, dependence and relationship;
  • Request examinations, re-examination or opinions to evaluate disabilities resulting from diseases or injuries;
  • Review claims cases to assure all issues have been addressed, applies and interprets VA laws, including veterans? case law, existing statutes and procedures, precedent rulings and state law in the adjudication process;
  • May conduct interviews in person or by phone with veterans, representatives and advocates to explain the full range of VA benefits and related programs;
  • Prepare and release correspondence for use by other federal, state and local agencies;
  • Utilize various electronic data processing (EDP) systems to input data for processing claims and generating automated correspondence;

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to the GS-5 level or higher. Specialized experience is defined as interpretation or application of laws, regulations, or procedures to analyze evidence to make determinations and research routine issues to resolve discrepancies.
Examples of experience include, but are not limited to:

  • Technical assignments related to claims or benefits processing or eligibility determinations;
  • Quality assurance or auditor functions;
  • Compiling income and legal documentation to determine basic eligibility for benefits or programs;
  • Claims processing for: A state or federal agency, Insurance company, Worker's Compensation, Disability Retirement or Pension Program;
  • Human Resource positions which involved determining employment qualifications, job classification, or determining eligibility for benefits;
  • Positions involved in assisting veterans with claims applications

Education Substitution: Applicants may substitute education for the required experience. To qualify based on education you must have:
GS-07: One (1) full your of graduate level education or a Bachelor's degree with Superior Academic Achievement (3.0 GPA or higher). Superior Academic Achievement (SAA) is based on: 1) class standing, 2) grade point average or 3) honor society membership. For more information on calculating SAA please visit www.opm.gov.

Combination of Experience and Education:

A combination of successfully completed post high school education and experience may be used to meet total qualification requirements. To calculate, first identify your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the education required; then add the two percentages. The total of percentages must equal 100% to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
