The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veterans preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in the following five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions. The Office of Inspector General (OIG) within the NSF is an independent and objective organization responsible for audits and investigations related to programs and operations of the agency. The Assistant Inspector General for Investigations (AIGI), a member of the Inspector General’s management team, is responsible for the development and direction of an investigations program that is comprehensive, effective, and responsive to OIG’s interests and needs. The incumbent serves as the senior investigator on the OIG staff, responsible for developing, initiating, and overseeing the policies, procedures and techniques used by investigative staff; ensuring successful completion of investigative peer reviews, and the successful management of OIG’s statutory law enforcement program. The incumbent will direct a staff of investigative scientists and criminal investigators and attorneys in overseeing the overall management of a proactive investigative program designed to prevent and detect fraud, waste or abuse; and the investigative outreach program.
PROFESSIONAL/TECHNICAL
Mandatory
1. Experience with the federal criminal justice system including federal criminal law, rules of criminal procedure, rules of evidence, and information needed to facilitate prosecution.
2. Demonstrated ability to lead and direct an organization that plans and conducts highly sensitive investigations into allegations of criminal conduct including economic crime, civil violations, employment misconduct, and research misconduct.
3. Expert knowledge of OIG programs and operations and their interoperability to include investigative and audit mission requirements.
4. Knowledge of research enterprise and responsible conduct of research program strategies.
5. Ability to maintain and direct an investigative proactive program and an active outreach program.
