This position is part of the Plant Operations, Government Publishing Office in Washington , District of Columbia.

The Selectee will work shift 1 Monday- Friday and a tour of duty from, 7:30 am to 4:00 pm.

This position is located in the Plant Operations, Office of the Production Manager, Press Division, Washington, DC. The incumbent serves as the Printing Officer Manager, responsible for managing day to day operations of the Press Division. The Printing Operations Manager coordinates all phases of the division's workload which has changed since the GPO has developed new product lines, employed new strategies, reengineered processes, and significantly restructured its organization into digital- based facility.

Help

As Printing Officer, your typical work assignments may include the following:

  • Conducts studies and special projects that require detailed compilation and analysis of facts, development of plans, and extensive coordination with other staff activities prior to submitting findings and recommendations to senior management. Reviews and evaluates systematic requirements involving new equipment and/or software requirements in support of the mission.
  • Participates in negotiating complex issues or demands from clients (both internal and external). Prepares position and informational papers addressing new concepts and plans related to the divisions' mission and identifies possible impacts on resources and programs.
  • Identifies performance variations and problem areas, based on audits, facts, or studies. Highlights the need for program adjustments and recommends corrective actions leading the division to improvement. Recommends procedures to improve work methods in order to obtain greater uniformity and increase efficiency.
  • Responsible for initiating, developing, and disseminating guidance, policies, and procedures regarding the use of printing technology methods, equipment and capabilities specific to the mission. Determine the total functional and systemic requirements for the division.
  • Reviews existing policies and procedures in determining appropriateness for new and highly complex printing systems and automated technologies. Recommends long-range plans regarding future requirements consistent with the needs of the division.
  • Analyzes and interprets the financial status of various projects. Effectively manages labor and materials. Monitors and evaluates the division's operating expenses and implements controls to reduce costs.

Qualifications

To qualify for the Printing Officer, PG -1654-15, you must meet the following requirements:

To minimally qualify for the PG-15 level, you must meet the requirement below. You must have 1 year of specialized experience at the PG-14 (or equivalent) level or higher.

The specialized experience at the PG-14 (or equivalent) level or higher Examples of qualifying specialized experience include experience that allowed the applicant to: (1) Led printing operations through subordinate supervisors, outlining priorities and deadlines. (2) Developed strategic and operational plans and making decisions related to manpower, equipment, and improvements.(3) Develop specifications and schedules for printing projects; and wrote justifications for new equipment or other printing related requirements. (4) Guided continuous improvement initiatives and managed operational costs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(05/10/2018) to be considered.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability,Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
