Summary

The secretary provides clerical and administrative assistance to the Chief with regard to all administrative programs that are essential to the mission of Pharmacy Service and the Medical Center. The Incumbent Plans, develops and directs the total complex administrative management of all the major sections of Pharmacy Service. The position works closely with Pharmacy Service Management and Supervisory staff but operates independently.



Work Schedule: Monday - Friday 8:30am-5:00pm / Overtime or shift work may be required based on the needs of the agency.

Duties

Help

  • The incumbent receives, scheduled, refers, and contacts members of the staff, agency and persons outside the agency ranging from the general public to vendors.
  • The incumbent provides public contact support services via the telephone, e-mail, or in person providing information about the office, its functions, and standard operating procedures.
  • The incumbent greets Service visitors to include Pharmaceutical Vendors and Medical Center Service Chief's, scheduling meeting and conferences with the Chief of the Service and Senior Staff of the four subordinate Service sections.
  • The incumbent satisfies customer and public needs by providing information and/or referring to appropriate resources.
  • Is the liaison officer to all levels of administrative services with in the Healthcare System (HCS), as well as the outside organizations with whom the Service has contact.
  • Serves as principle timekeeper for a Service Level organization of 120 or more personnel.
  • Directs the training and activities of subordinate part-time timekeepers to ensure proper allocation of compensatory time, overtime as well as all other types of leave.
  • Acts as PIV Sponsor identifying that the Applicant has a need for a facility identity badge (PIV, VA Badge or One Day Pass).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/02/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing, screening and controlling all incoming correspondence, screening items to be handled personally, and forwarding the remainder for action; receiving requests for information, advising when the information can be furnished, and providing authorized information from files and records or following up with others to see that non-routine information is provided; arranging for meetings or conferences including reserving meeting room and notifying participants; typing correspondence, reports, and records in final form from rough draft and requisitioning supplies, equipment and services for the office staff. Must be proficient in the use of Microsoft Word, Excel and PowerPoint.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortable to do the work. However, there may be some walking, standing, bending, carrying of items up to 20 pounds and pushing lightweight carts to obtain supplies. Otherwise, no special physical demands are required to perform the work.

There is no educational substitution at this grade level.

Additional information

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
