Serves as the Deputy to the Office Chief. Knowledge of day-to-day supervisory functions including the establishment of performance standards, the review of work performance, and the initiation of actions for promotions, reassignments, disciplinary measures, and awards. Serves as senior advisor on advanced spectrum sharing techniques. Conducts complex engineering, technical and policy research analyses in evaluating the methods, needs and objectives of the various programs within the Commission. Serves as a technical and authoritative advisor on regulatory policy development issues. Investigates, analyzes and evaluates the methods used by the Commission for allocating and managing the utilization of the radio frequency spectrum. Experience with standards and technologies that are deployed internationally. Provides technical expertise and guidance in the review of technological implications of proposed spectrum legislation, rulemaking, position papers, correspondence and agenda items. Develops engineering and communications program management plans for the accomplishment of OET spectrum programs. Reviews, makes determinations and recommends actions to the Office Chief on matters such as, oversight of policy and rulemaking, allocations and standards, new technologies, experimental licensing and equipment authorization programs and legal matters of a new policy nature. Provides leadership to staff nurturing the nascent use of white space in the TV bands to ensure dynamic sharing of the spectrum by unlicensed devices does not cause harmful interference. Reviews and provides comments on written studies and opinions on spectrum policy matters. Participates as an expert and advisor in industry meetings and conferences with industry representatives, congressional staff, and other to discuss Commission policies with respect to spectrum allocation, spectrum management spectrum sharing technology activities and programs. Leads and/or serves on committees and panels as an authoritative expert in planning Agency and interagency programs on dynamic spectrum access matters and issues which includes working with other Federal government agencies and organizations.
