Help

As a Supervisory Economist/Operations Research Analyst, you will:

  • Serve as a technical advisor on the application of analytical techniques and methods for modeling, forecasting, and compiling projections of energy markets.
  • Manage high-level, high-visibility analysis, modeling and forecasting projects from inception through close-out.
  • Design and manage the development and execution of new data analysis techniques, as well as modification of practices.
  • Provide technical and administrative supervision and leadership to employees.

Qualifications

EDUCATION REQUIREMENT:

To qualify for the GS-0110, Economist position, you must possess:

1. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

Or

2. Combination of education and experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:

  1. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
To qualify for the GS-1515, Operations Research Analyst position, you must possess:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized Experience is defined as experience in supervising teams performing analytical techniques and methods for modeling, forecasting and compiling projections; creating and maintaining project documents that describe scope, milestones, budget and stakeholders; and developing briefings to support new operating procedures and modifications to senior management officials.

Rather, you must describe in your application how your past work experience demonstrates that you possess the KSAs identified below.   1. Knowledge of economics and/or operations research in order to produce sensible forecasts and projections of energy markets, this includes the ability to identify areas that require special research initiatives based upon an understanding of market behavior and/or comparisons with forecasts from other responsible sources.
  2. Skill in the management of projects and the ability to coordinate complex modeling and forecasting projects that span operations and practices at the national or international level.
  3. Skill in oral and written communication for the purpose of presenting analyses and recommendations to senior officials, negotiating and/or defending technical validity, preparing unbiased analyses on technical issues, and responding to public inquiries.
  4. Ability to supervise, direct and motivate a highly technical, professional staff.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
