Duties

Help
  • Provides professional accounting advice and assistance in the application and compliance of generally accepted accounting principles, policies, and procedures.
  • Reviews, analyzes and modifies programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of organizations.
  • Assists in establishing and monitoring internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
  • Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues.
  • Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators.
  • For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:

(1) Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
(2) A Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law). A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.

To be hired at the GS-7 entry grade level, applicants must minimally have:

One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

  • Specialized experience is defined as: validating, maintaining, or processing accounting data or transactions in accordance with policies, procedures, and regulations.
  • SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: One full year of graduate level education or superior academic achievement (SAA) may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
    Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Bachelors degree required or a senior in college can apply with certain considerations (please use link to OPM to determine if you qualify)

    (1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    (2) Grade Point Average (GPA) - 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    (3) Election to membership in specific National Scholastic Honor Societies.

To be hired at the GS-9 entry grade level, applicants must minimally have:
One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.
  • Specialized experience is defined as: utilizing established accounting standards to compile, analyze, and summarize accounting data resulting from day-to-day accounting operations, maintaining the integrity of financial accounts and, preparing financial statements and/or reports in accordance with policies, procedures, and regulations.
  • SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
To be hired at the GS-11 entry grade level, applicants must minimally have:
One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
  • Specialized experience is defined as: interpreting and applying of accounting principles, policies, and procedures; assisting in designing, implementing and assessing of internal accounting control processes; and ensuring the validity, accuracy, and integrity of accounting processes.
  • SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This entry level position will be covered by a formal training development program with promotion opportunities under the DFAS Leaders In Motion (LIM) Program. The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated. Individuals who previously successfully completed the program will not be placed in the formal developmental program and are ineligible for having pay set using maximum payable rate or pay retention.
  • DFAS recognizes the value of competencies gained through formal education and professional certifications. To ensure that consistent credit is given for these credentials in the selection process, DFAS has developed standard selection criteria to be used when filling positions in professional and administrative series. Selections for professional and administrative positions will be based on four categories of selection criteria: Experience, Other, Education, and Certifications.
  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service. This position is being filled under Direct-Hire Authority for Financial Management Experts. DFAS has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.
