Provides professional accounting advice and assistance in the application and compliance of generally accepted accounting principles, policies, and procedures.
Reviews, analyzes and modifies programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting transactions affecting the asset, liability, revenue, expense, and budgetary accounts of organizations.
Assists in establishing and monitoring internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information.
Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues.
Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Bachelor's degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) A Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:Twenty-four semester hours in accounting or auditing courses of appropriate type and quality (This can include up to 6 hours of business law). A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade in the Federal service, which demonstrates the ability to perform the duties of the position.
To be hired at the GS-7 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: validating, maintaining, or processing accounting data or transactions in accordance with policies, procedures, and regulations.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: One full year of graduate level education or superior academic achievement (SAA) may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
Superior Academic Achievement (S.A.A.) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Bachelors degree required or a senior in college can apply with certain considerations (please use link to OPM to determine if you qualify)
(1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. To be hired at the GS-9 entry grade level, applicants must minimally have:
One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.
