Summary

Morale, Welfare and Recreation provides Sailors and their families the finest facilities, programs and activities to meet their recreational and social needs, encouraging individual values, aids retention, and provides the physical, mental and social needs of a mobile Navy. The location of this position is in the Naval Support Activity, Regional Support Services Program, Morale Welfare and Recreation (MWR) Division.  The primary function of this position is to provide lifeguard duties in a variety of situations throughout the MWR Department.  The incumbent will be responsible for safeguarding the lives of persons at the assigned work area.

MAJOR DUTIES AND RESPONSIBILITIES

The incumbent observes activities of patrons to ensure that safety rules are followed.  Provides information to swimmers regarding safety rules and procedures.  Enforces applicable policies and procedures of MWR regarding the use of the pool, beach, or water park, within the regulations found in BUPERSINST 1710.19.  Ensures that only authorized personnel use the facilities.  Rescues swimmers and administers first aid and CPR as certified.

Assists in keeping assigned areas clean and free from hazards.  Consistently observes conditions of area assigned, i.e. possible hazards, water/chemical conditions (pools), wind and weather (beach/water park), ocean bottom, surf, tides, and currents (beach).  Makes recommendations to the Senior Guard or Aquatics Coordinator on appropriate actions to take.

Maintains all appropriate logs and records as assigned.

Lead Lifeguards Only:

Acts as primary liaison between the activity, security, medical departments and Aquatics Coordinator during emergency situations.

Assists with coordinating lifeguard schedules and activities including:  training, appearance, and professional conduct.  Conducts ongoing training programs, including running, swimming and rescue drills.

During the assigned shifts, incumbent directs the work of lifeguards.  Provides input to lifeguard performance evaluations.  May be required to make rounds of various facilities to ensure adequate staffing, spot check for facility/area cleanliness, and to ensure lifeguard services are appropriately provided.

Water Safety Instructor (WSI) Only:

Provides water safety instruction as certified.  May also be assigned Leader duties.

KNOWLEDGE REQUIRED BY THE POSITION

Lifeguard:  Must possess all special requirements along with sufficient maturity to focus on the importance of due diligence of patrons at all times; ability to exercise control over a large group of people; ability to appropriately identify hazards or hazard situations; and identify a patron’s need for assistance vice general play immediately.  Must act decisively and immediately in any situation which could result in harm to a patron—either by identifying a patron in distress, or by the ability to tactfully but forcefully provide instruction on water safety and facility rules and regulations, and enforce them.

•Senior Lifeguard:Must have all the qualifications for lifeguard PLUS:Must have a minimum of one (1) year previous experience.

•Lifeguard (Beach):Must have all the qualifications for lifeguard PLUS:Must have a minimum of one (1) year previous experience and meet the requirements of BUPERS Instruction 1710.19.Must be a mature individual with leadership abilities who can exercise control over a large group of people.

•Lifeguard (Water Park):Must have all the qualifications for lifeguard PLUS:Must have a minimum of one (1) year previous experience.Must be a mature individual with leadership abilities who can exercise control over a large group of people.

•Lifeguard (Water Safety Instructor):  Must have all the qualifications for lifeguard PLUS:  Must have a minimum of one (1) year previous experience.  Must possess and maintain a valid Water Safety Instructor Certificate.

•Lead Lifeguard: Must have all the qualifications for lifeguard PLUS: Must have a minimum of one (1) year previous experience. Must be a mature individual with leadership abilities who can exercise control over a large group of people. Must be able to direct the work of subordinate staff, deal appropriately with conflicts, possess the ability to schedule work, appropriately deal with last-minute changes and make appropriate alternate arrangements, and evaluate performance.

SUPERVISORY CONTROLS

All positions are directly supervised by the Aquatics Coordinator.  Work is spot-checked consistently.  Detailed instructions are provided.

Qualifications

GUIDELINES

Guidelines are established in BUPERSINST 1710.19 and in MWR Department and Fitness and Sports Division guidelines.

COMPLEXITY

The incumbent must continually assist in the evaluation of the overall safety and effectiveness of the operation and ensure the safety of all patrons at all times without diminishing the enjoyment of the facility.  The incumbent may be responsible for a number of patrons or groups of patrons simultaneously and must constantly assess possible risk situations, ensure the area is free of preventable hazards, and differentiate between patrons loud and physical play versus a call for assistance.  Peak physical conditions must be maintained at all times.

SCOPE AND EFFECT

The purpose of this position is to consistently ensure a safe environment for patrons in a high-risk activity.  The incumbent’s maturity and appropriate presentation of rules and regulations facilitates proper behavior without diminishing the patron’s full enjoyment of the facility.  Failure to adequately assess a risk situation appropriately could result in serious injury or death.

PERSONAL CONTACTS

Contacts are with all levels of military members, their family and guests, other authorized patrons, and employees of the MWR Department.  Contacts may be extended to advisory groups and MWR Marketing to promote, organize and carry out other recreation activities, or with support, rescue, and/or medical personnel responding to an emergency situation.

PURPOSE OF CONTACTS

Contacts are for the purpose of providing necessary information, rules and regulations to Aquatics patrons, promoting Aquatics programs, obtaining base security and/or medical support.  Contacts are also to exchange factual information, reporting problems and taking corrective measures.

WORK ENVIRONMENT

Duties may be performed in an indoor pool, outdoor pool, outdoor water park, and/or outdoor beach.  Indoor activities are performed in an environment where the heat/air conditioning, and humidity may or may not be controlled.  Outdoor work is subject to varied weather conditions, which may include prolonged hours of exposure to wind, cold, heat and sun.

PHYSICAL EFFORT

Often work will require minimal effort, but may require prolonged sitting.  Work is subject to emergency situations where strenuous work is required to reach, position, and tow a victim to safety.  In addition, work will require moving lifeguard stands, signs, and equipment, and practice/training lifeguard enactments.  Must be able to lift 45 pounds unassisted, and in excess of 100 pounds with assistance.

SPECIAL REQUIREMENTS

Must possess and maintain lifeguard certification provided by the American Red Cross or the YMCA.  Must possess and maintain current certifications in Standard First Aid and CPR.  As a condition of employment, the employee must obtain the Hepatitis B Virus (HBV) vaccination or complete the HBV declination form prior to first day of work due to possible occupational exposure to blood or other potentially infectious materials.  Must be in good physical condition and be able to successfully perform and pass a Physical Agility and Skills test.  This position is subject to an irregular schedule, requiring weekends and holidays.
