Summary

The U.S. Small Business Administration seeks an experienced, talented public affairs and communications professional to report to
the Region II Administrator, and serve as Regional Communications Director. Stationed in New York City, New York, this position will
serve SBA's dynamic Region II, covering New York, Buffalo, Syracuse, New Jersey and Puerto Rico/VI. The Regional Communications Director acts as the agency's primary spokesperson for multiple states, and is responsible for marketing, brand expansion, media outreach, social media, speech writing, and coordination of high level events throughout the region. Creative self-starters who take initiative, and thrive in a fast moving, dynamic, high visibility environment are encouraged to apply for this opportunity. Some overnight travel is required, and the position will work occasional weekend and evening hours. Bilingual skills are a plus.

This is a Non-Bargaining Unit position.

The full performance level of this position is: GS-13.

This position is located in the Small Business Administration, Office of Field Operations - Region II in New York City, New York.
As a Public Affairs Specialist (Regional Communications Director - RCD), in the Regional Office, the incumbent plans, directs,
coordinates, and executes the Small Business Administration's (SBA) marketing, communications, and public affairs functions for
internal and external communications throughout the assigned area.

Duties

Help

  • Effectively strategizes, markets, and communicates about agency initiatives, programs, and events to diverse audience groups.
  • Working across the organization, effectively plans, develops, & supports high level events with agency leadership to promote organization's initiatives.
  • Develops & maintains wide, diverse networks of media contacts and opportunities in order to effectively respond to media and internal/external stakeholder requests for information in a timely manner.
  • Positions the organization for success by developing new opportunities, improving products or services, taking calculated risks to accomplish organizational objectives, identifying risks and problems, determining accuracy and relevance of information, and using sound judgment to evaluate alternatives, and make recommendations.
  • Develop standard operating procedures for the Region that recognize the internal and external politics that impact the organization's work, accurately evaluate organizational and political realities, and respond accordingly.
  • Creates a broad range of timely, high quality written materials that influence acceptance of, improve awareness about, and increase participation in agency activities and programs.
  • Creates and posts daily content onto verified Regional Twitter account and national Facebook account, develops strategies to increase number of followers, and monitors accounts for reactions, feedback, and engagement.

Qualifications

GS-1035-13:
One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or
public sector:

  • Preparing key messages, talking points and public a??airs guidance for issues that may generate external or media interest; AND
  • Leading the development and implementation of communications initiatives that reach a wide variety of audiences; AND
  • Advising and assisting senior leadership in implementing public relations strategies, planning projects and events; AND
  • Preparing and conducting relevant training for leadership and public affairs staff.

Responsibilities:
The Regional Communications Director is responsible for a broad range of duties that contribute to awareness, utilization, and
positive perception of the Small Business Administration's programs, products, and initiatives by the public, industry groups, small
businesses, trade organizations, and communities. Through the development of a variety of written materials including marketing
strategies, communications plans, speeches, press releases, editorials, and social media posts, the Regional Communications
Director influences usage and acceptance of agency resources that support small businesses and entrepreneurs. This position
works closely with staff in Headquarters and District Offices to develop high impact events which support and showcase national
initiatives, generate positive and extensive media coverage, and increase SBA market share. This position serves as a subject matter
expert for District staff on social media, press, communications, marketing and publicity, and provides regular training on these
topics to field staff.
