ASL is responsible for the development and implementation of the Department's legislative agenda. It provides advice on legislation and facilitates communication between the Department and Congress. The office also informs the Congress of the Department's views, priorities, actions, grants and contracts.

Duties

Help

The duties of this position are:

  • Briefs top Department of Health and Human Services (HHS) officials on the of the Assistant Secretary for Legislation (ASL) concerning mandatory health policy and program matters; communicates inconsistences and controversies stemming from assigned programmatic area of responsibility.
  • Assesses proposed legislation relating to assigned program area concerning Medicare, Medicaid, and the Children's Health Insurance Program (CHIP); evaluates such legislation relative to HHS' and the Administration's policies and objectives, provides such proposals to other HHS departmental components for review and comments.
  • Negotiates changes to legislative proposals which are acceptable to concerned Departmental components and other interested stakeholders; represents the Department's interest in meeting with congressional staff concerning legislative initiatives; assists the DAS in carrying out legislative strategy that facilitates in expediting the Department's health legislative program through the Congressional authorization or appropriation processes.
  • Provides information and technical assistance on the Department's legislative program as requested or as may be determined to be necessary and beneficial to Members of Congress, congressional committees, and committee staff.
  • Follows up on the progress of various Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) legislation issues; prepares summaries for general use as changes are made in the status of pending legislative issues; coordinates preparations for hearings involving HHS witnesses before Congressional Committees and Subcommittees.
  • Maintains effective working relationships with top officials of the Department who are involved in the legislative program and process; exercise discretion in carrying out duties and assignments which involve sensitive and confidential legislative and Congressional matters.

Qualifications

Must have one year specialized experience that is equivalent to at least the GS-11 grade level in the Federal service evaluating and analyzing Medicare, Medicaid, and CHIP healthcare legislation initiatives, congressional activities, laws, regulations, and policies, as well as, advising senior management on the impact of these mandatory programs/activities relative to the organization; conducting studies on Medicare, Medicaid, and CHIP legislation and legislative proposals to develop recommendations on the effects on program operations; and preparing special projects reports, including legislative bill analysis or comparisons, health program budget analyses, and impact statements.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
