Summary

This is a TERM position located in the Branch of Geospatial Mapping and Technical Support; within the Division of Budget and Technical Support, under the Assistant Director of Ecological Services at the U.S. Fish and Wildlife Service Headquarters Office. This position serves as a Cartographer for the National Wetland Inventory (NWI) program and is located in Madison, Wisconsin. The incumbent of this position supports the NWI program, including the Wetlands Status and Trends assessment, and other Ecological Service priorities.

This is a Term appointment, not-to-exceed 13 months, which can be extended for a total appointment of 4 years.

Duties

Help
  • Populates and maintains spatial and non-spatial geographic information databases.
  • Plans and participates in projects involving the compilation, analysis, georeferencing and presentation of wetlands information using Geographic Information System (GIS), e.g., base cartographic, geomorphic, and aerial images.
  • Uses GIS software and data protocols to create geodatabases and data models and to edit existing ones.
  • Uses statistical software to provide scientifically robust analysis and summary statistics.
  • Documents operational methods, develops user instructions, and provides technical assistance to project personnel for GIS and other projects.

Qualifications

BASIC EDUCATION REQUIREMENTS:
Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanograpraphy, computer sicence, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics, i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites.
OR
Combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:

  1. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to determine wetlands utilizing color, tone, and texture on aerial imagery; experience running automated data verification tool in the GIS environment; and ability to distinguish different wetland habitats in the field using the Cowardin classification system OR
  2. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position OR
  3. A combination of education and experience as listed above.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

--Ability to evaluate data quality for compliance with established Federal Geographic Data Committee (FGDC) wetland data standards.
