Summary

As the Chief Economist, you will be responsible for identifying, analyzing, and monitoring emerging economic and financial risks facing the Farm Credit System (FCS) institutions. You will also recommend solutions from a regulatory and policy perspective. Subject areas covered include external and cross institution risks, structural changes in the financial markets (including derivatives and asset liability management), legislative risks, competition in agricultural lending, and Government Sponsored Enterprise risk.

This position is located in the Office of Regulatory Policy, Agricultural and Economic Policy, which manages policy and regulation development activities that ensure the safety and soundness of the Farm Credit System (FCS).

Duties

Help

As the Chief Economist for FCA, you will:

  • Monitor developments in the economic, policy, financial, and operating environment affecting FCA and the FCS.
  • Identify and evaluate emerging economic, agricultural, and financial issues requiring regulation or policy developments, evaluates alternatives, and recommends approaches to be taken.
  • Monitor trends in the financial characteristics of the System and performs analytical studies that assess specific financial performance factors and risk exposure of the FCS.
  • Oversee the assessment of financial viability of proposed mergers of FCS institutions.
  • Supervise a staff of professional personnel by, among other duties, setting performance standards and evaluating performance of subordinates; hearing and resolving complaints and grievances; taking disciplinary actions; and applying the principles of equal employment opportunity in all human resources management activities.
  • Provide expert advice and guidance at meetings, briefings, and presentations to assure understanding of issues and foster acceptance of conclusions and recommendations.
  • Initiate outreach programs to communicate research findings to selected audiences and peers and develops information networks to support the team's research activities.
  • Develop and use a wide range of products to publicize research results including analyses, articles, publications, and presentations.

Qualifications

To qualify for this position, by the closing date of this announcement, you must meet both the Basic Requirements and the Specialized Experience Requirements for the grade levels to which you are applying. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. To be creditable, specialized experience must be equivalent to at least the next lower grade level in the Federal service.

All applicants must meet the basic requirements: A bachelor's degree or higher from an accredited college or university with a major in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; or a combination of education and experience including courses equivalent to a major in economics plus appropriate experience or additional education.

AND

Specialized Experience Requirements:

To qualify at the VH-41 (GS-15) grade level, you must have at least (1) full year of specialized experience equivalent to at least the VH-40 (GS-14) grade level in the Federal service that has equipped you with the skills needed to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience directing or conducting research on developments in farm policy, the agricultural economy, and the agricultural finance sector;
  • Experience developing and maintaining agricultural tools for evaluating farm policy and farm sector or agricultural commodity market conditions and their impact on the U.S. agriculture; and
  • Experience planning, managing, and coordinating research and analyses with other units within an organization.

There is no substitute of education for specialized experience for the VH-41 (GS-15) grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement as part of the Basic Qualification Requirements. You MUST submit copies of your transcript(s) that include: your name, the name of the educational institution, course titles, number of semester/quarter hours, grade(s) earned and degree(s) awarded. Educational institutions must be accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education.
