Summary

This vacancy is for an Investigator position in the U.S. Department of Commerce, Office of Inspector General (OIG), Office of Investigations, in Washington DC.

The Office of Investigations is responsible for developing, directing, and carrying out a comprehensive program of investigations to maintain the integrity of Department programs. This office conducts investigations into alleged violations of laws, regulations, and other irregularities by employees, grantees, loan recipients or contractors and where appropriate, reports the results with recommendations for corrective action to Department officials.

As an Investigator, you will be responsible for conducting and assisting with OIG investigations, investigating whistleblower reprisal complaints, reviewing and analyzing hotline inquiries and complaints, providing technical advice, and coordinating OIG administrative investigative operations.

As a part of your routine duties, you will investigate allegations of whistleblower reprisal, violations of or noncompliance with the requirements of legislation and/or administrative rules and regulations pertaining to the programs administered by the Department.

This position is in the competitive service.

A one-year probationary period may be required.

Relocation expenses WILL NOT be paid.

This is a non-bargaining unit position.

Help

The individual selected for this position will:

*Major Duty 1: Conducts inquiries and investigations involving alleged improprieties by DOC officials, breaches of program integrity, and allegations of whistleblower retaliation. Ensures prompt attention to investigations initiated at the request/direction of OIG, the Department, Congress, GAO, etc.

*Major Duty 2: Conducts investigative interviews, record searches and analyses, and obtains sworn statements and documents, where appropriate, from witnesses, complainants, informants, subjects, Governmental officials, and public and private persons at all levels.

*Major Duty 3: Prepares high quality investigative reports, to include appropriate recommendations and analysis.

*Major Duty 4: Establishes and maintains liaison at the highest executive level with program and administrative officials as well as representatives of other federal agencies, local law enforcement agencies, and officials of state, municipal, and private enterprises.

GRADE LEVEL REQUIREMENTS:
In addition to meeting the Basic Entry Requirements above, applicants must have the experience listed below.

For the GS-11: Fifty-two weeks of experience at the GS-09 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Coordinates with other law enforcement agencies nationwide as required to further investigate situations, individuals, and/or groups. Provides technical guidance and direction by coordinating the staff's activities and, when necessary, reviewing their findings for adequacy of coverage and adherence to investigative policy.

For the GS-12: Fifty-two weeks of experience at the GS-11 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.- Knowledge of generally accepted investigative principles, techniques, methods and procedures applicable to administrative investigative function The experience may have been gained in either the public or private sector.

**Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for this position by attaining at least a rating of 85 out of 100. KSA 3. Skill in written communications, to include preparing investigative reports in a clear, concise and professional manner, in order to communicate clearly and accurately the results of investigations.

KSA 4. Ability to effectively orally communicate sufficient to interview senior level officials and brief senior managers on complex issues.
