About the Position: This is a permanent full-time position with Headquarters, U.S. Army Corps of Engineers, located at the Government Accountability Office (GAO) building, 441 G. Street, NW, Washington, DC. Duties include producing and reviewing environmental products, and developing communication plans to address often complex and controversial environmental issues. Travel to meet with other federal agencies and support United States Army Corps of Engineers (USACE) leadership in and around D.C is required, and includes locations such as the Humphreys Engineer Center, Ft. Belvoir and the Pentagon. Position serves as a significant advisor and communications planner to USACE leadership and Public Affairs Offices (PAOs) on environmental issues and initiatives. Work is generally done within a cubicle setting but some travel is also required outside the D.C. region to support training, meetings and conferences.

Duties

Help
  • Plans, implements and evaluates communications strategies used in the environmental programs.
  • Researches and applies new approaches to community involvement efforts associated with large and complex projects.
  • Prepares speeches, news releases, talking points and frequently asked questions.
  • Represents the Corps of Engineers as a spokesperson with the news media on national issues and matters associated with initiatives, funding and work in progress in the Corps? various environmental programs.

Specialized experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience which includes: developing communications strategies, methods and techniques to various audiences (media, communities, and stakeholders, internal staff, etc., ) on environmental programs, concerns and issues; representing the organization at meetings, briefings, committees and other special activities within and outside the organization realm; establishing and maintaining positive working relationships with a variety of public and/or private audiences and other stakeholders to promote communications at the national, regional and local levels; preparing speeches, talking points, news releases for higher echelon, leadership; providing training to promote public awareness; and serving as technical expert or spokesperson on public affairs relations, community involvement, interpersonal and mass communications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
