This position is located in the Department of Defense, Office of Inspector General (DoD OIG), Mission Support Team (MST), Financial Management Office (FMO). The FMO Budget Office is responsible for all aspects of the Planning, Programming, Budgeting, and Execution (PPBE) development, implementation and guidance of the OIG OCO programs and activities, and performs a wide variety of analytical, evaluation, and assessment duties connected to the formulation, presentation, executing, accounting, and auditing of budgeting and financial management. This position is located in Alexandria, VA.

Duties

Help

The purpose of the position is to perform budget analyst functions in the formulation, presentation and execution phases of the OIG OCO budget process.

  • Performs budget analyst functions in the formulation, presentation and execution phases of the OIG budget process. Serves as the lead budget analyst for OCO budget formulation and execution in the FMO Office. Identifies and defines problems, conducts analysis, and provide guidance to senior leadership for planning, programming, and allocation of resources. Reviews, analyzes, and integrates data to develop recommendations with respect to continuing operations, reductions and/or restrictions for various OCO programs at resourcing development points within the PPBE cycle.
  • Develops procedural instructions and policy guidance for approval by FMO for use by DoDIG components in conformance with DoD financial management regulations. Develops the Budget Estimate Submission (BES) and the Program Objective Memorandum (POM) for OCO. Reviews budget and program requirements, analyzes detailed data to ensure that resources are captured correctly, appropriately allocated, and that resources related to the OCO mission are compatible in scope and sufficiency. Performs cost benefit and value add analysis within the OCO budget to balance total obligations with authority for both new and existing priorities.
  • Plans, prepares and analyzes the major segments of the OCO budget program. Reviews and makes recommendations on OCO financial matters involving budget requests, fund commitments, obligations and reprogramming. Resolves budgetary accounting problems and assures a clean audit trail is maintained. Reviews OSD Program Decision Memorandum (PDM) and Program Budget Decisions (PBD) for impact on the OCO programs, coordination of appeals, and provides recommended solutions. Analyzes policies, directives, and changes in resource requirements, and assess impacts on OCO programs with recommending options. Reviews, analyses, and interpret legislation, Congressional proposals and language, OMD directives, and DoD guidelines to determine resource impact on OCO programs and budgets.
  • Analyzes OCO component estimates to identify imbalances in requests to eliminate duplication and to reconcile estimates with current levels of expenditures and anticipated changes in administrative programs and/or staffing levels.
  • Monitors the execution of the OCO's approved operating budget to assure that funds are properly allocated and are being obligated effectively in support of authorized management objectives. Recommends adjustments, such as redistribution of funds within budget accounts in response to changes in programs, staffing levels, and/or funds available. Exercises budget controls through review and approval of the obligation and expenditures of funds for management and administrative purposes.
  • Provides financial reports to OCO components and management officials and develops alternate reporting capabilities by exploring alternate technological capabilities such as the internet.
  • Assists in the preparation for budget hearings and for the presentation and defense of estimates before the DoD Comptroller, the Office of Management and Budget (OMB), and Congressional oversight committees. Prepares written justification and develops backup material in response to specific questions. Prepares reports, statistical and financial tables, charts, and other data that support such estimates.
  • Monitors the work performed by the servicing finance and accounting office and assists in developing methods required to make the current system produce the necessary products that will ensure financial operation.
  • Prepares cost estimates, analysis and briefings.
  • Performs other duties as assigned.

This position is being filled using 5 U.S. Code subsection 3161 authority. This excepted service position is temporary and available for 24-months. This temporary position may be terminated early or extended beyond the 24-month period based upon incumbent performance and the needs of the OIG.

  • Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
  • New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
  • U.S. Citizenship is required for this position.
  • Requires up to 25% of temporary duty (TOY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Qualifications

  • Expert knowledge of the Congressional, Executive/OMB, and DoD budget processes, procedures and requirements to formulate, justify and execute the OIG OCO's budget and advise management on budgetary alternatives effecting resources.
  • Expert knowledge of the principles, methods, techniques and systems of financial management in order to use existing systems and recommend changes to ensure agency management is provided financial data needed for strategic and operational decision-making.
  • Thorough knowledge of basic accounting principles and practices as applied to the federal government.
  • Skill in developing, applying and adjusting financial plans and policies to attain agency objectives.
  • Skill in analyzing alternative budget programs and actions and making appropriate recommendations to ensure minimum essential cost budgets are developed and executed to meet OIG's OCO and DoD goals and objectives.
  • Skill in use of automated tools, particularly word processing, spreadsheets, presentation software and internet capabilities.
  • Mastery of oral and writing skills to present clear and concise information on complex issues, answer detailed questions in areas of responsibility, formulate technical briefings, and write technical memoranda and reports

Basic Requirements:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Applicant must have 1 year (52 weeks) of demonstrated experience at the GS-12 level or equivalent in the Federal service with demonstrated experience developing the President's Budget, Budget Estimate Submission (BES), Program Objective Memorandums (POM), and budget execution and matters there unto pertaining. Applicant must have demonstrated experience preparing recommendations and statistical and financial reports, and budget exhibits. Applicant must also have experience monitoring an organizational budget and recommending adjustments based on analyses of data.
