The Selective Service System is an independent agency whose mission is to (1) maintain a system that can promptly and efficiently furnish untrained manpower for induction into the Armed Forces during a national emergency and (2) provide an Alternative Service Program to men classified as conscientious objectors during a time of national emergency or draft.

This position is part of the National Headquarters Public and Intergovernmental Affairs (PIA) Directorate at the Selective Service System. PIA is responsible for internal and external communications with key emphasis on creating and promoting and registration awareness and informing the public. The Directorate also serves as liaison to state and local governments and manages records, publications, and forms management. Incumbent performs assignments to support effective communications between SSS and other government agencies, external partners and the general public. Incumbent develops and publishes a wide variety of graphic and video materials for advertising and social media outreach. Incumbent performs a variety of administrative and support functions to include preparation of correspondence and other materials, maintain files and historical records.

Duties

Help

As a Public Affairs Specialist (DEU) new at the GS-1035-7/9/11 ,some of your typical work assignments may include under supervision:

  • Coordinates, schedules, and corresponds with senior staffs, congressional and legislative staffs and outside agencies to arrange for meetings and, or, present briefings. Routinely arranges media interviews and appearances for the Director and other senior staff members.
  • Applies a variety of public affairs acumen and communication skills to help develop outreach and advertising-like campaigns aimed at enhancing the public's understanding the Agency's mission and issues related to "registration awareness".
  • Plans, coordinates, and disseminates information relating to the organization's programs through multiple avenues, including print, social media and digital communications (i.e., websites, email, and social media channels), news media, and other methods.
  • Oversees the implementation, coordination, distribution of materials, for the agency's participation in the national Exhibits at national conferences. Assists in the evaluation and reconciliation of records, payments, and budget for the exhibits program.
  • Facilitates ways the Agency can work more closely with the media and/or stakeholder groups to communicate with 17-25 year old audiences and influencer groups impacted by our programs.
  • Assists with designs and media products for information campaigns and promotional programs about Selective Service registration, history, missions, roles, and requirements to external and internal audiences. Research, writes, produces and distributes original material to include, speeches, , interviews, Public Service Announcements (PSAs) for media distribution via print medium, radio and TV medium, social and digital media platforms (e.g. Facebook, Twitter, Instagram, podcasting, YouTube, and websites, etc.)
  • Write, edits, and contributes to the Agency's newsletters, materials, and publications, including planning and writing articles/narratives. In coordination with senior staff members finalizes editing and prepares materials for publication. Uses correct English grammar, punctuation, and spelling.
  • Communicates information in a succinct and organized manner and produce written information, which may include technical information. Routinely arranges and prep for VIP, Congressional, media interviews and appearances for the Director and other senior staff members.
  • Assists with routine administrative activities and budget and contract preparation and planning, and audits.

Qualifications

For GS- 07 - I have completed one (1) year of work experience equivalent to a GS-05 applying knowledge and skill in public awareness and communication methods and adaptation of approaches in developing new information materials and formats aimed at enhancing the public's understanding of significant agency programs and issues. Skill working with standard office automated applications such as photo composition, technical competence with miscellaneous equipment. OR

I have completed one (1) full academic year of graduate education or superior academic achievement.

For GS- 09 - I have completed one (1) full years or more equivalent to a GS-07 of specialized experience utilizing methods and techniques to the solution of complex public affairs problems such as developing and presenting informational material to achieve understanding of various points of view or concepts from publics with varying levels of understanding and different interests and perspectives on the subjects; employing a number of information gathering techniques in collecting and analyzing public reaction to information programs; and developing recommendations for management in improving the agency's communication with the general public and specialized groups. OR

I possess a master's degree OR I have completed 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

For GS-11 - I have completed one (1) full years or more equivalent to a GS-09 in establishing the need for information materials to support Agency programs; uses a variety of methods and techniques in achieving communication goals; and provides news releases, feature articles, speeches, fact sheets, background papers, public services announcements, website content, etc., to Region Headquarters and National Headquarters offices. OR

I possess a Ph.D. or equivalent doctoral degree or I have completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M.,
