Summary

About the Position: This position is located in the Installation Legal Office on Fort Campbell. Works directly with the Mission & Installation Contracting Command (MICC), a Field Operating Agency of the Department of the Army, regarding pending claims issues and works independently with representatives of the U.S. Army Litigation Division and the U.S. Attorney on matters in litigation. The incumbent also directs the provision of claims services to individual soldiers, their families and other eligible personnel.

Duties

Help
  • Responsible for planning, solicitation, negotiation, drafting, award, and administration of contracts under cognizance of elements of the Mission and Installation Contract Command.
  • Independently provides advice on areas of the law where research direction is not clear-cut where the legal issues involve the most complex fact patterns and present policy and decisional questions of first impression.
  • Serve as expert in providing legal opinions and final advisory statements regarding high-level policy or extremely complicated questions.
  • Recommend policies and develops procedures and regulations implementing new or amended legislation for the activity.
  • Ensure policies, procedures, and regulations are consistent with the intent of the law and are administratively sound, efficient, and economical in operation.
  • Provide precedent setting legal advice and assistance on contract law-related matters without regard to dollar limitation on the size of contracts.
  • Draft legal responses suggesting modifications consistent with laws, regulations, and policies.
  • Decisions and recommendations may have significant impact on regional and local economies, and activities are often subject to political interest by local, state, and federal elected officials.
  • Serve as an Agency Ethics official providing binding ethics opinions and advice for the Agency.
  • Serve as an Agency Procurement Fraud Advisor providing counsel and case directions to the Command, procurement officials, and law enforcement; and also serve as Freedom of Information Act Counsel.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills, and abilities (KSAs) associated with the position.

1. Knowledge of federal Contract and Fiscal Law.
2. Ability to prepare concise, well-reasoned legal opinions that are legally sound and consistent with relevant precedent and provide accurate legal advice on complex questions of federal laws, regulations, procedures, and policies.
3. Ability to solve problems, analyze relevant facts, research applicable law and regulation and produce clear and concise legal analysis of a wide variety of issues.
4. Skill in oral and written communication.
5. Skill as a federal Contract and Fiscal Law attorney.
6. Knowledge and experience with methods and procedures for performing legal research for issues involving federal contract and fiscal law.


VETERANS PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. Time in Grade Requirement: If currently employed as an attorney by the federal government, you must have completed one year of time-in grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration:

  • Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
  • Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
  • Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
