Summary

The Health System Specialist purpose is to direct and perform all executive functions in the Command Suite. The incumbent is the Executive Assistant to the Medical Center Director and may also support the Deputy Director. The incumbent contributes to the medical center's ability to successfully meet requirements of the agency, facility and various third party groups, e.g., JACHO, etc. The Executive Assistant is responsible for taking the initiative in resolving problems expeditiously by interacting with facility Business Managers, supervisors, and leadership in support of a large diversified, complex multi-mission medical facility.

Duties

Help

Major duties and responsibilities include:

  • Prepares administrative policies, directives, and procedures for implementation throughout the facility.
  • Participates in the development of strategic long-range planning for the installation.
  • Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements.
  • Articulates the reasons for changes to senior staff in order to facilitate timely and accurate revision.
  • Attends Management Briefings with the Director and Business Managers.
  • Provides administrative assistance toward meeting federal regulations and accreditation standards i.e. Joint Commission, CAP and SOARS.
  • Reviews and evaluates completed staff actions (congressional, memos, reports, studies, fact sheets, information papers).
  • Prepares reports, letters, trip packs, responses and designated official correspondence which he/she prepares for the Director.
  • Prepares reports for submission to House and Senate Committees of Congress as it pertains to the FHCC.
  • Attends conferences and meetings locally and elsewhere as the need arises, as speaker or observer, on behalf of the Director.
  • Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines.
  • Prepares and reviews position descriptions and performance standards/appraisals, ensuring that business offices meet all requirements for timeliness, appropriateness and revision.
  • Provides quality analysis, and makes useful recommendations concerning resources allocations.
  • Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
  • Manages procurement and contraction for the Command Directorate.
  • Acts as COTR for procurements and maintains contract records.
  • Provides technical and administrative supervision of a small subordinate staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing administrative laws, policies and regulations to provide direction to the Medical Center Director; operating general clinical systems, programs, and practices relating to the needs of a health care delivery system; developing and analyzing policies and procedures; analytical skills to conduct studies and make recommendations on substantive operating systems; managing and leading complex projects and assignments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.

Education

There is no educational substitution at this grade level.
