Duties

Help

- Serves as the Program Manager (PM) and is responsible for all aspects of planning, programming, budgeting, logistics, integration and coordination of the medical research with other DoD , Federal Agencies and private sector partners.
- Initiates and directs medical research into all aspects of naval medical materiel, processes, practices, and procedures (i.e. medical, physiological, and behavioural aspects of medical care and delivery.)
- Representative of the Assistant Secretary of the Navy Research and work with Navy and other service flag officers to advocate for biomedical research, development and acquisition processes.
- Participates and addresses medical scientific conferences, and involved in professional society committees.

Qualifications

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirement:

Education: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you MUST submit a complete copy of their transcripts or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/quarter hours and grade). Failure to submit this information WILL result in an ineligible rating.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

- Delegating research programs related to medical, physiology, psychology, problems and effects created by exposure to military operations in conventional and extreme environments.
- Utilizing program management experience for medical research programs and transitioning medical products to acquisition or procurement for fleet use.
- Overseeing large multi-disciplinary biomedical research programs and able to manage funding to perform biomedical research.
- Analyzing and interpreting new legislation and policy for projected impact on the Command's goals and programs.
