Summary

About the Position: This position will serve as an intermediate level functional contract specialist, receiving on-and off-the-job training in the principles, concepts, work processes, regulations, and reference materials pertinent to technical and professional aspects of contracting and acquisition management. Position is located within the Defense Microelectronics Activity (DMEA) Contracting Division, Department of Defense - McClellan, CA. The purpose of the work is to perform contracting activities covering a wide range of engineering/technical services, maintenance/repair/alterations, supplies and/or equipment. Assignments involve the planning and carrying out of pre-award, post-award, price/cost analysis and/or other contracting administrative duties.

You may provide division procurement analysis and administration support to include: Regulatory and procedural compliance; data, information and reports management; proposal audit and cost/price analysis, documentation review and repository, regulatory compliance and procedural propriety and documentation for all contracting actions and have knowledge of the Manager's Internal Control Property (MICP) program.

Duties

Help
  • Work in all phases of the acquisition processes.
  • Attain government socio-economic objectives; conduct market research, acquisition planning, cost and/or price analysis.
  • Solicit and select sources; prepare, negotiate, award and close out contracts.
  • Conduct pre-award procurement functions.
  • Develop alternatives to produce best value supplies and services and manage all aspects of the life cycle of various contract types.
  • Request and evaluate proposals. Negotiate proposals and execute modifications.
  • Accomplish acquisition processes for supplies, equipment, general services, engineering services and maintenance/alteration/repair to support the Department of Defense Warfighter and military missions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated for drug testing and is subject to urinalysis testing prior to appointment and random urinalysis testing during employment in this position.
  • This position requires the submission of a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Must have completed DAWIA or be able to acquire DAWIA Level II certification in Contracting within 2 years from date of hire.
  • This position has a mandatory requirement for a background investigation and online submission of information to OPM to obtain a Secret security clearance. Denial of security clearance would be cause for termination of employment with DMEA.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for 1102 Contract Specialist

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes analyzing procurement requirements, conducting market research and cost and/or price analysis to develop pre/post-award documentation for supplies, equipment, services and/or maintenance/repair/alteration contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
