Summary

As a Supervisory IT Specialist in the Office of Audits, Information Technology Division, within the Office of Inspector General (OIG), you will have a leading role in helping the Department of State and the Broadcasting Board of Governors (BBG) improve management, strengthen integrity and accountability, and ensure the most efficient, effective, and economical use of resources. Our activities are global in scope, supporting the highest priorities of the Department and BBG. Our oversight extends to the Department's and BBG's 60,000+ employees and more than 270 missions and other facilities worldwide. We remain at the forefront of efforts to identify potential savings and cost efficiencies for the Department and BBG, and strive to provide timely, relevant, and useful feedback on the progress of their programs and initiatives. Our mandate includes the traditional areas of emphasis for the Department and BBG--including diplomatic and consular affairs, security, international broadcasting, administrative and financial management, and information technology--as well as new initiatives and priorities such as food security, global health and climate change.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Duties

Help

As a Supervisory Information Technology (IT) Specialist, with the Office of Inspector General, Office of Audits, you will be assigned the following duties and responsibilities which include:

  • Supervising audit teams consisting of auditors, management analysts, and information technology specialists carrying out audits that comprise the comprehensive audit program.
  • Developing proposals and recommendations for consideration by the Division Director/DAIG on specific subject matter areas that should be considered in information technology audits.
  • Supervising the development of detailed audit plan for assigned audits.
  • Providing on-site leadership for the conduct of many of the assigned audits and making decisions in connection with specific problems and issues that may arise.
  • Ensuring that audits, related systems reviews, and internal control assessments are performed with technical proficiency, in a timely manner, and in accordance with applicable professional accounting and audit standards.
  • Recommending the expansion or conclusion of an audit based on judgments regarding existing findings.
  • Reviewing and commenting on work papers and overseeing the preparation of audit reports to ensure that findings and recommendations are objective, factual, and in conformance with overall report-writing policies and standards and perform risk assessments.
  • Performing follow-up audits and special studies as may be assigned.
  • Evaluating the performance of team members assigned to include recommending awards, promotions, or disciplinary actions, as appropriate.
  • Advising the Division Director on all matters relating to the audit and evaluation of information technology responsibilities and functions of the Department, BBG, or other entities.
  • Developing, planning, directing, and administering comprehensive information technology audit program of Department and BBG entities located both overseas and domestically.
  • Managing and directing the program and staff in addressing and reviewing issues related to the Department’s efforts to protect its global information technology infrastructure through reviews conducted to ensure compliance with the Federal Information Security Management Act and other related laws.
  • Reviewing and evaluating issues related to the cost effective acquisition, development, implementation, and management of major information technology systems, telecommunications networks, and other technologies.
  • Broad-based planning and general management of activities of the Division to determine the degree to which program objectives are accomplished to ensure compliance with laws, regulations, security provisions, policy decisions, and other similar obligations that affect the Department’s IT community.
  • Exercising overall responsibility for recruiting, hiring, training, developing, evaluating, promoting, assigning work, and awarding staff members, and for promoting the principles of equal employment opportunity.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the two competencies AND specialized experience listed below:

  1. Attention to Detail - You must show that you are thorough when performing work and conscientious about attending to detail since this position is considered an expert and others rely on your recommendations and decisions.
  2. Problem Solving - You must have the skill in identifying problems and determining the accuracy and relevance of information given to you. You must possess sound judgment to generate and evaluate alternatives, and to make and present recommendations in a diplomatic manner.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
--Skill in applying, advanced principles, concepts, methods, and practices of information technology (IT) in order to provide expert advice and assistance on critical information technology issues.

--Knowledge of IT security concepts, standards, and methods in order to design, develop, and manage systems, and to enhance those systems.
--Skill in applying business process engineering concepts and methods in order to conduct studies to identify possible improvements in the information technology architecture and configuration.
--Skill in applying, the methods used in monitoring and administering network systems.
--Ability to communicate effectively, both orally and in writing, in order to communicate and present complex technical information to senior officials.
--Preferably, possess and maintain the requisite security certification such as Security+, Certified Information Systems Security Professional (CISSP), or Certified Information Systems Auditor (CISA) or comparable IT security certification.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-14 position.
