Duties

Help
  • Provides legal advice on legal issues such as AR 15-6 investigations, fiscal law, procurement issues, labor and employment law, ethics, environmental law, FOIA and Privacy Act, civilian misconduct, international law, travel and transportation issues.
  • Provides advice and support services to the IMCOM Pacific Region Director, staff, and subordinate garrisons (in coordination with the servicing SJA offices) throughout the Pacific Region.
  • Serves as IMCOM Pacific Region's ethics counselor and is responsible for the ethics program and ethics training.
  • Reviews financial disclosure filings for IMCOM Pacific Region personnel. Maintains effective liaison and ensure proper coordination with SJA's and legal subject matter experts in other legal offices in the Pacific Region.
  • Ensure consistent and high quality legal advice and ensure proper consideration of all SOFA and international law issues.

Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position:

1. Knowledge of all areas of administrative and civil law pertaining to management of Army installations
2. Knowledge of Government ethics laws and regulations to include financial disclosure requirements and training requirements
3. Knowledge of contract and fiscal law
4. Knowledge of environmental law
5. Knowledge of personnel, labor and employment law
6. Skill in advising senior officials and investigating officers on complex and often highly sensitive administrative investigations and inquiries
7. Ability to communicate effectively, orally and in writing

VETERAN'S PREFERENCE INFORMATION: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government, applicant must have completed 1 year at the next lower level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.

EDUCATION: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

BAR MEMBERSHIP: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

EXPERIENCE: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
