Summary

The position requires that the incumbent have superb skills in written communication, including clarity and concision in writing as well as syntax, grammar and other English language skills, ensuring that USTR's highly technical and data-rich publications comply with the Plain Language law, and are easily comprehensible to Congress, media, stakeholders, and the interested public. The incumbent must also have the ability to rapidly learn complex new material in areas ranging from agricultural policy to information technology, trade law, and economics.

Duties

Help

As a Writer-Editor, GS-1082-07/09, your typical work assignments may include the following under supervision:

  • Drafting and editing of USTR's two major statutorily required annual reports, the National Trade Estimate on Foreign Trade Barriers and the President's Trade Agenda/Annual Report, in support of the Policy Coordination branch's responsibility for assembling and compiling these reports. Ensure technical accuracy of the contents of these reports, and consistency of their content with all other USTR publications.
  • Edit USTR's public documents, such as reports on Special 301, WTO accession for China and Russia, Trade Policy Review submissions to the World Trade Organization, and others as requested for clarity, grammatical accuracy, and consistency.
  • As editor, ensures that all written materials generated by staff meet the standards of English grammar and format. Provides editorial and general assistance as needed by Front Office in writing speeches, testimony, newsletters, and talking points. Responsible for thorough and careful edits of documents written by subject-matter experts. Consults with author(s) to maximize clarity and manner of presentation and suggests reorganization and revision. Assists author(s) in preparing text by furnishing advice on style and tone. Ensures the logical development of ideas and concepts in terms of interests of the audience for which the text will appear.
  • Works closely with the Assistant U.S. Trade Representative for Public Affairs and Public Affairs staff on press releases and statements that will appear in publications and the media.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE:
You may qualify at the GS-07 level, if you fulfill the following qualification requirement:


A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to writing skills in long-form and short-form; composing memorandums, reports, letters, and the like according to standardized requirements which were accepted without major modifications; skills in using Microsoft Word/Microsoft Excel/Microsoft Access/Microsoft Power Point/Microsoft Front Page or Macromedia Dreamweaver.

B. Successfully completed one full year of graduate level education. Note: You must attach a copy of your transcripts.)
OR
C. Successfully completed a bachelor's degree with superior academic achievement. Note: You must attach a copy of your transcripts.)
OR
D. A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equals one hundred percent. Note: You must attach a copy of your transcripts.)

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to writing skills in long-form and short-form; composing memorandums, reports, letters, and the like according to standardized requirements which were accepted without major modifications; skills in using Microsoft Word/Microsoft Excel/Microsoft Access/Microsoft Power Point/Microsoft Front Page or Macromedia Dreamweaver; maintaining coordination in all phases of the documentation process; verifying the accuracy of data through research; and providing guidance on appropriate rules of grammar and style.

B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position:

C. A combination of education and experience as listed above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
