This National Guard position is for a FACILITY MANAGER, Position Description Number D0588000and is part of the Training Site located in Riverton, with the Utah Army National Guard. This vacancy is RESTRICTED to current military members of the Utah Air and Army National Guard. The selecting supervisor for this vacancy is LTC Annette Barns. The expected length of this temporary appointment is 30 June 2019. Temporary appointments may be terminated or extended in accordance with regulatory guidance and at management's discretion.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Duties

Help

As a FACILITY MANAGER, GS-1640-12, you will:

*Formulates plans, programs, policies, and directs activities pertaining to the operation, maintenance, repair, rehabilitation and improvements to all real property facilities.
*Develops plans for design, construction, replacement, alteration, and relocation of real property facilities, and equipment, real estate acquisition, management, and disposal.
*Establishes priorities for functions to be accomplished by the Directorate of Facilities Engineering.
*Identifies anticipated major problems requiring coordination with higher headquarters, other agencies, other directorates of the installation.
*Formulates long range plans and schedules for the Annual Work Plan (AWP) addressing resources necessary for accomplishing recurring repair, rehabilitation and maintenance projects and periodic/seasonal services such as utilities and grounds maintenance, snow removal, and fire protection.
*Manages the facilities engineering program at the MTA, with direct/indirect supervisory/managerial responsibility for over 100 subordinates.
*Prepares and reviews performance standards for subordinates.
*Responsible for the preparation of the DFE five year construction program.
*Coordinates with other directorates and major using cammands for input data to establish priorities for the Military Construction Army National Guard (MCARNG) programs.
*Formulates and submits to the Training Site Manager (TSM) the CMARNG budget for the fiscal year.
*Programs and plans for projects to be accomplished by military engineering units during Annual and/or Weekend Training by coordinating the projects with DFE supervisors and unit Commanders.
*Programs and projects yearly requirements for major and minor engineering, construction, and maintenance, activities at the MTA.
*Submits recommendations to the TSM for building use and assignment based on facility, and physical space utilization studies conducted by the Civil Engineer.
*Identifies facilities suitable for emergency operations center (IX) locations, fallout shelters, and other potential emergency facilities.
*Responsible for the operation, maintenance, and repair of primary and secondary electrical distribution systems and their utilization, as well as water production, treatment, storage, distribution and usage; collection of sanitary and storm waters, their treatment, and sewage discharge.
*Responsible for implementation of the environmental protection program for the MTA.
*Assures compliance with federal, state, and local agency requirements on matters concerning air and water pollution, ecological problems, insect, rodent, and weed abatement and similar programs.
*Directs the development of plans, procedures, and regulations on hazardous waste management, hazardous materials handling, spill control, and other required abatement measures.
*Serves as the installation Fire Marshal.
*Responsible for the preparation and coordination of the Facilities Engineering portion of mobilization, emergency, disaster, and special plans and exercises.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Participation in direct deposit is mandatory.

Medical screening will be completed upon selection for hire.

Soldiers who accept a technician position will be terminated from the Bonus and Student Loan Repayment Program (SLRP).

Indefinite positions may be converted to permanent status without further competition.

National Guard Membership is required.

Males born after 31 December 1959 must be registered for Selective Service.

May be required to successfully complete a probationary period.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
