Project Manager - manages a team(s) of auditors effectively planning, executing, and reporting the results of audits. Directs and controls project phases, ensuring compliance with applicable GAGAS and ODIG-AUD policies and procedures. The project manager is responsible for ensuring the completion of team administrative tasks such as timesheets.
Duties include:
Planning of projected work including development of long range and annual audit plans; research and coordination of fact sheets and audit plans.
Supervising staff, overseeing or directly assigning work; establishing performance standards and evaluating performance; rewarding employees; ensuring appropriate staff development; ensuring adherence to merit principles and equal employment opportunity; recommending selections, promotions or reassignments;
Overseeing audit execution and the development of concepts and approaches, guides, and resources; conducting audit reviews; and reporting progress;
Directing the development of audit reports, ensuring compliance with standards and protocols and the development of appropriate corrective action;
Maintaining liaison and representing OIG with internal and external stakeholders and officials of OIG, DoD, other Federal agencies, nongovernmental organizations, foreign
governments, and Congressional staff.
Preparing and/or presenting briefings to the Office of the Secretary of Defense, Congress and other stakeholders.
These positions are being filled using 5 U.S. Code § 3161 authority. The positions are temporary and available for 13-month increments. These temporary positions may be extended beyond the 13-month period based upon performance and the needs of the OIG.
CO employees will be required to travel to contingency operations locations, such as Southwest Asia and/or Africa. Travel will generally be between 2-4 weeks, and may include benefits, such as danger pay, post differential, and overtime. Individuals applying to the financial teams, may be required to travel CONUS and/or OCONUS. Typical travel for positions to Afghanistan will be in 90, 120, or 180 day rotations. Benefits include, danger pay, post differential, overtime, and other relocation incentives. All candidates must meet specific requirements set forth by the related Combatant Command, such as CENTCOM, to be qualified to travel.
Position has been designated as Non-Critical Sensitive; incumbent is required to obtain and maintain a Secret security clearance.
New Hires are required to submit to urinalysis to screen for illegal drug use prior to appointment and are subject to random drug testing for the duration of service with DoD OIG. Organizational entities within the DoD are not required to conduct drug testing for DoD civilian employees transferring or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
U.S. Citizenship is required for this position.
Requires up to 50% of temporary duty (TDY) travel within the Continental United States (CONUS) and Outside of the Continental United States (OCONUS.)

Qualifications
The Knowledge Requirements/Skills for 343 must be evident in your resume. The requirements/skills are:
Specific knowledge of and experience in conducting performance audits in accordance with Generally Accepted Government Auditing Standards (GSGAS) is required. Federal Inspector General auditing or U.S. Government Accountability Office experience is highly desirable.
Expert knowledge of the functions, processes, and principles of management (e.g., management practices, theories, and methodoly of management) sufficient to organize and develop analyses or studies that will lead to improvement of overall operations.
Expertise in interpersonal skills to meet and eal effectively with others at all levels of authority and exert a positive influence.
Expensive experience in communicating complex and technical information orally and in writing.
Specialize Experience:
For a AD-14: 52 weeks of specialized experience equivalent at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: researching applicable laws, directives, and other regulatory material to conduct audits in accordance with Generally Accepted Government Auditing Standards (GAGAS), draft audit reports within established guidelines, and provide recommendations to correct deficiencies founded within audit reports
