Duties

Help

As a Public Affairs Specialist at the GS-1035-13/14 some of your typical work assignments may include:

  • Conducts the public affairs program for OPA and the Joint Advertising, Market Research and Studies (JAMRS) program within OPA by collecting, developing and disseminating information, issues guidance and marketing materials such as news releases, fact sheets, Public Affairs guidance (PAG), brochures, booklets, broadcasts, bios and social media posts that increase and improved communication with the program's various stakeholders.
  • Advises the program's contracted advertising agency in utilizing best practices and the latest technology to provide representatives of the print and broadcast media, trade associations, and industrial representatives with timely explanations of statistical information, agency policies and regulations.
  • Provide specialized guidance and training to highly technical staff such as statisticians and psychologists who are responsible for explaining the program's technical operations to internal and external customers, including discussing statistical findings from large surveys and statistical survey operations with members of the media and their audiences.
  • Plans, directs, and executes national campaigns to convey information concerning programs, research on program-related areas, responsibilities, and activities.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Practicing the principles, methods, practices, and techniques of communication in order to serve as the technical communications authority within the activity;
  • Applying program knowledge for developing and executing written informational materials and disseminating these materials through various media;
  • Skill in journalistic writing, editing, page design, printing process, imaging processes, all photographic and video images.

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Overseeing principles, methods, practices, and techniques of communication in order to serve as the technical communications authority within the activity.
  • Skill in applying program knowledge for developing and executing written informational materials and disseminating these materials through various media.
  • Lead personnel in journalistic writing, editing, page design, printing process, imaging processes, all photographic and video images that are recorded or produced by persons acting on or behalf of Department of Defense activities or mission.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
