Summary

The NASA Office of Inspector General (OIG) conducts audits, reviews, and investigations of NASA programs and operations to prevent and detect fraud, waste, abuse, and mismanagement and to assist NASA management in promoting economy, efficiency, and effectiveness. The OIG consists of approximately 200
auditors, analysts, specialists, investigators, attorneys, and support staff at NASA Headquarters in Washington DC and NASA Centers throughout the U.S.

The Office of Audits (OA) conducts independent and objective audits, performance evaluations, and other
examinations of NASA and contractor programs and projects to improve NASA operations. The OA provides a broad range of professional audit and advisory services, performs focused reviews of specific management issues, comments on NASA policies, and is responsible for oversight of NASA audits
performed under contract or by other Federal agencies. The OA helps NASA accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the efficiency and effectiveness of NASA operations and by deterring fraud, crime, waste, and abuse.

Duties

Help

The incumbent of this position plans and conducts periodic and comprehensive audits, policy analysis, and performance evaluations of agency functions to ensure that the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced. Determines appropriate measures necessary to maintain or improve the quality and quantity of operational services. Collects, analyzes, and reports statistical and other data relating to the organization's operations.

Prepares written documents for complex subjects that are accurate, well organized, concise, and understandable. Ensures these products are completed in a timely manner, appropriately thorough, complete, fair and balanced, and in accordance with government auditing standards. Adapts written and oral
communication style to convey concepts and issues to audiences and uses visual illustrations to communicate complicated messages.

Performs analyses of structured problems involving controversial or complex administrative or programmatic issues or problems. Develops findings and recommendations on difficult issues or problems impacting major programs. Integrates results of analyses into briefing reports as appropriate.

Conducts planning and research on Agency programs and activities within specified areas of responsibility.
Develops new analytical methods and techniques.

Qualifications

Specialized Experience:

Applicants must have one (1) year of specialized experience, equivalent to the next lower grade level, that
has equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of
the position, and that is typically in or related to the work of the position to be filled.

GS-09 Specialized experience:
Examples of specialized experience include demonstrated performance with: (1) Conducting research, planning and assessments of program and project operations; (2) Identifying and developing analysis on programmatic issues for potential review; (3) Preparing written documents (including work papers, analyses, and audit report sections) that provide findings, guidance, and recommendations that are well organized, in
proper format and use appropriate grammar, spelling and language; (4) Presenting findings and recommendations in a clear, accurate and professional manner.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

GS-11 Specialized experience:
Examples of specialized experience include demonstrated performance with: (1) using sound research methods to determine the effectiveness of program and project operations in meeting established goals and objectives; (2) skills related to economic analysis, political analysis, ethical analysis, data analysis, management and leadership; (3) conducting studies of program/project/organizational efficiency and productivity that result in changes or improvements in organization, staffing, work methods, and procedures; (4) preparing written documents (including detailed audit, policy analysis, and/or performance evaluation
reports) that provide useful findings to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines; and (5) presenting written and oral communication in a clear, accurate, and professional manner.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading
to such a degree or LL.M., if related GS-12 Specialized experience:

program/project/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; (4) preparing written documents (including
substantial, detailed audit, policy analysis, and/or performance evaluation reports) that provide findings,
guidance, and recommendations to a wide range of audiences and in accordance with professional standards that affect the overall efficiency and economy of programs and compliance with applicable laws, regulations, and guidelines; and (5) presenting written and oral communication in a clear, accurate, and professional manner.

Education

Education cannot be substituted for experience at the GS-12 grade level.
