This position serves as the Deputy Director for the Office of Communications (OC). It will be filled at the GS-0301-15 grade level, with a full performance level of GS-15. As the Deputy Director for Communications you will assume responsibility for all organizational staff and subordinate supervisors, as well as exerting administrative control over organizational operations. The incumbent is a key advisor to the Director, Office of Communications and the Office of Personnel Management (OPM) senior staff on the public affairs aspects the Agency's plans, policies, and activities.

Duties

Help
  • Participates in the development of strategies to support and promote OPM views and interests with regards to complex, controversial and varied communications matters in connection with the OC Director.
  • Reviews emerging Administration policy initiatives to advise on their affect on the agency's initiatives.
  • Manages day-to-day operation of OC, including management of all staff, budget, performance goals, and workload.
  • Creates, vets, and clears material intended for general public distribution and prepared by employees and officials of OPM.
  • In absence of OC Dir, Dept Dir is a key member of the agency continuity of operations team, is always reachable during emergency conditions to help inform the public and Federal employees on status of Gov't operations.
  • Research and development of a wide variety of materials, such as press releases, radio and television scripts, articles and pamphlets used in the course of effecting and implementing OPM's Public Affairs program.

Qualifications

For the GS-15: You must have one year specialized experience at the GS-14 grade level (or equivalent) serving as an expert in writing speeches, press releases, scripts, and web content AND/OR developing strategies to support and promote the agency's mission and goals.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.

You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
