This position is located in the Office of External Relations. The Director of the Office of External Relations (ER) will provide leadership and direction to create and maintain an effective liaison program between the USITC and its varied external customers.

A successful candidate in this position will plan, manage, direct, prepare, and implement a multi-faceted communication program and lead or manage the Commission's relationship with the Office of the U.S. Trade Representative (USTR) and other Federal agencies, Congress, State and local agencies, foreign governments, and international organizations. The Director will also initiate actions to enhance public awareness of the Commission, as well as internal and external communications.

Duties

Help

As the Director, Office of External Relations, you will:

  • Develop, manage, and coordinate consistent and timely external communications policies, strategies, products, and services, and effectively utilize communications tools to enhance relations with Congress, the media, stakeholders, and the general public, in order to increase the awareness of the agency's major initiatives, policies, regulations, and goals;
  • Advise the Chairman, Commissioners, and senior management officials concerning requests from, and other communications with, external stakeholders regarding policy and other determinations of interest to the USITC and make recommendations accordingly;
  • Direct, supervise and monitor an office that works to build relationships with Congress, the news and information media, key officials, specialized groups, and stakeholders interested in or affected by agency mandates, investigations and programs, and the general public in order to create a meaningful exchange between them and the agency's officials;
  • Communicate and disseminate program information which results in an understanding of the USITC's mission and activities;
  • Coordinate USITC responses to requests for statutory investigations and other information from the President, USTR, other executive branch agencies, and Congress regarding the provision of information assistance from the USITC; represent the USITC at interagency meetings;
  • Supervise and monitor the Trade Remedy Assistance Office (TRAO) in order to provide assistance to eligible small businesses to enable them to prepare and file petitions and applications; and seek to obtain the remedies and benefits available under the trade laws, including by administrative review or appeal;
  • Evaluate external communications and outreach policies and activities, and recommend modification and adoption of policies and strategies to implement a proactive and responsive program that will ensure dissemination and use of coordinated themes and messages; and
  • Provide management and leadership to the Office of External Relations staff.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications. Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as:

  1. Senior-level experience in conceptualizing and implementing a multi-faceted communications program with demonstrated ability to successfully communicate sensitive and technically-complex industry, economic, and international trade policy and public affairs issues, activities, and objectives to support effective communication and outreach with key stakeholders, including Congress.
  2. Demonstrated leadership in the execution of policies and strategies for messaging across the organization; experience conveying complex strategies, presenting persuasive arguments, and soliciting support of high-level officials to implement initiatives.
  3. Demonstrated ability to develop and maintain effective relationships with external stakeholders, including US and foreign government officials; an established communications expert who thinks strategically, exercises discretion, and has excellent written and verbal communication skills.
  4. Demonstrated ability to effectively lead, manage, motivate, and supervise a team of employees.
  5. Senior-level public affairs experience to include planning and executing strategy, activities, and objectives to support effective communication and outreach with key internal and external stakeholders.

  • Knowledge of Congressional Rules and procedures, and dynamics of the legislative process.
  • Ability to manage and lead a team.
