Summary

This position is part of the Ventura Fish and Wildlife Office. As a Botanist you will provide expertise in the field of botany to coordinate and conduct a wide range of biological investigations involving complex natural resources.

The Ventura Fish and Wildlife Office (VFWO) serves all or portions of San Benito, Santa Cruz, Monterey, San Luis Obispo, Santa Barbara, Ventura counties and Los Angeles County Programs including: Habitat Conservation Planning (Section 10 habitat conservation plans), and Interagency Cooperation (Section 7 consultations). Listing and Recovery (listing, critical habitat, 5-Year Reviews, Recovery Plans), Environmental Contaminants, and Conservation Partnerships.

Help

As a Botanist, you will be responsible for:

  • Coordinating the exchange and review of data on all Federally listed and candidate plant species with other Federal and State agencies, encouraging cooperative efforts to obtain and use the best scientific data in making decisions for plant conservation efforts.
  • Developing complete packages needed in support of listing and/or recovery actions including listing and delisting petition findings, designation of critical habitat, candidate assessment, 5-year reviews of listed species, and development of recovery plans.
  • Conducting field evaluations of the biological status, threats, economic considerations and conservation needs of high priority plants, and recommends appropriate protection and management actions.
  • Recommending ways to minimize or eliminate impacts to listed species, as well as alternatives that will avoid jeopardizing the continued existence of a species or avoid destroying or adversely modifying critical habitat.
  • Representing the Service to other Federal agencies, State agencies, Tribes, other agencies, groups and individuals as a professional biologist in effecting the coordination and interaction needed to accomplish the above duties.
At the GS-9 grade level, you will perform the same kind of duties as described above, but under closer supervision and training will be provided for progression towards the full performance level (GS-11).

Qualifications

Basic Requirements for this position: You must meet A or B below to qualify for the position.
A. Degree: I have a Bachelor's or higher degree in botany or basic plant science that included at least 24 semester hours in botany (e.g., courses in basic botany, plant anatomy or morphology, cytology, histology, genetics, taxonomy or systematics, algology, mycology, ethno-botany, and those dealing with specific problems of a botanical nature or with specific groups of plants). OR­
B. Combination of education and experience: I have courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, as shown above, PLUS appropriate experience or additional education equivalent to a course of study with a major in the appropriate field as described in A above. The quality of the combination of education and experience is sufficient to demonstrate that I possess the knowledge, skills, and abilities comparable to those normally acquired through the successful completion of a full 4-year course of study.

Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience as described below. This applies to both the GS-09 and GS-11 grade levels.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

  1. In addition to meeting the basic education requirement, I possess at least one year of specialized experience equivalent to at least the GS-07 grade level that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is defined as: 1) Assist in the planning and implementation of activities pursuant to section 7 of the Endangered Species Act; 2) Assist in conducting field evaluations of the biological status and conservation needs of high priority plants; and 3) Assist in the development of proposals for status surveys, monitoring, assessment, research or other conservation actions for listed, proposed, candidate, or other plant species. OR
  2. In addition to meeting the basic education requirement, I have successfully completed two or more full years of graduate education in an accredited college or university leading to a Master's or equivalent degree in a field directly related to botany, or related plant sciences appropriate to this position. OR
  3. In addition to meeting the basic education requirement, I have a combination of specialized experience and more than one year of graduate education (as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only graduate education beyond the 1st full year (18 semesters or equivalent) is creditable using this method.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
  1. In addition to meeting the basic education requirement, I possess at least one year of specialized experience equivalent to at least the GS-09 grade level that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of the position. Specialized experience is defined as: 1) Apply knowledge of the Endangered Species Act and other federal environmental laws; 2) Develop sound proposals for status surveys, monitoring, assessment, research or other conservation actions for listed, proposed, candidate, or other plant species; 3) Prepare briefings and writing biological opinions or reports on conducted investigations; and, 4) Participate in multi-agency meetings that focus on threatened and endangered species and rare plant species. OR
  2. In addition to meeting the basic education requirement, I have 3 years of progressively higher level graduate level education leading to a Ph.D. OR I have a Ph.D. or equivalent doctoral degree with major study related to botany or related plant science appropriate to this position. OR
  3. In addition to meeting the basic education requirement, I have a combination of education and experience that has equipped me with the particular knowledge, skills and abilities to perform the duties of this position. I have graduate level education beyond the 2nd year that I am using to qualify in
    combination with my experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
(d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
(2) Appointments must be effected within the two years requirement.
(3) The two year time-frame cannot be extended.
(4) Selectees will be subject to a probationary period.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of botany or ecology concepts, principles, and practices, to include understanding of plant anatomy, taxonomy, physiology, morphology, population dynamics, and ecology to gather and analyze biological and ecological data
  • Working knowledge of applicable Federal laws, regulations and policies (i.e. Endangered Species Act, National Environment Policy Act, Migratory Bird Treaty Act, Fish and Wildlife Coordination Act, Coastal Wetlands Act, Coastal Zone Management Act, Federal Land Policy and Management Act, etc.)
  • Professional knowledge of the theories, principles, practices, and techniques of ecology and fish, wildlife, and plant biology
  • Ability to work cooperatively and diplomatically with private landowners, personnel of other agencies and the public
  • Ability to use computer technology to maintain and retrieve information from automated data systems, develop spreadsheets, and use word processing programs in order to develop reports and other written analysis
