Summary

You will serve as a RECREATION SPECIALIST (COMMUNITY ACTIVITIES) in the MWR DEPARTMENT of NAVSUPPACT BAHRAIN located in Manama, Bahrain. This position manages and administers a comprehensive and diverse recreation program and a variety of duties in support of the MWR community recreation program that includes travel, special events, recreation information/resources, command events, visiting ships/fleet support, community events, trips, tours, outings, party and picnic rental equipment, resale tickets, recreational green space management, and outdoor recreation.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

Duties

Help
  • You will administer a comprehensive and versatile Community Recreation Leisure Travel and Tours program for authorized patrons.
  • You will plan, schedule and coordinate an annual calander of group tours including local day tours and international trips.
  • You will serve as tour escort and/or tour guide when warranted.
  • You will establish a viable working relationship and negotiate discounts with various local vendors, off base organizations, venues and independent travel operations.
  • You will coordinate directly with Joint Services Travel Program (JSTP) and Military Ticket Program (MTP).
  • You will be responsible for overseeing staff and utilizing established methods to manage the sale of tours, tickets and products.
  • You will be responsible for program re-sale, ticket and property inventory and ensure collection of money and related revenue via established methods.

  • The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week).
  • Pay retention may be granted to the You recruited outside the area who accepts a downgrade when there is no step in the lower grade that equals or exceeds his/her current rate of basic pay.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting customers with the planning/coordinating of various leisure and recreation activities, projects and events; 2) Evaluating customers' interests and needs through surveys, social media, focus groups, etc.; And 3) Promoting leisure and recreation programs through communication with the general public, media, private and government agencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

PHYSICAL DEMANDS: The employee's work is sedentary at times but physical exertion is involved with program setup. Bending, stooping, lifting of items, etc. will be required when organizing or setting up for program/events. Work may require considerable physical exertion while instruction or guiding participants in a variety of activities. Work may require sitting, walking, long periods of standing, bending and lifting of moderately heavy items up to 40 pounds, occasionally requiring to lift heavier. Work may require working outside for special events or leading outdoor group outings or trips.

WORK ENVIRONMENT: The activities segment of this position involves everyday risks and discomforts which require normal safety precautions typical of various activities involved. Work is performed both indoors and outdoors, without a fixed schedule. The work areas are adequately lighted and ventilated. Administrative work is performed in a normal office setting.

Additional information

For those applicants located outside of the commuting area, a service agreement may be negotiated in accordance with the Joint Travel Regulation and applicable Department of the Navy policies.

Tour of duty will be 18 months unaccompanied, 24 months accompanied.

Civilian employment in the competitive service in foreign areas shall be limited to a period of 5 continuous years unless interrupted by at least 2 years of physical presence in the United States or non-foreign area.
