Statement on Senior Executive Service (SES)
Positions The Senior Executive Service (SES) is a corps of executives selected for their superior leadership qualifications. Members of the SES serve in key positions just below the top Presidential appointees, and are the major link between these appointees and the rest of the federal workforce. Candidates for SES positions must possess both technical qualifications (subject matter expertise) and executive qualifications (leadership and managerial experience). By definition, SES positions are managerial, supervisory, and policy positions classified above the GS15 grade level.
Position Summary
The Pipeline and Hazardous Materials Safety Administration (PHMSA) is the principal agency within the U.S. Department of Transportation (USDOT) responsible for protecting people and the environment from the risks of hazardous materials in transportation.
The incumbent of this position serves as the Deputy Associate Administrator for Field Operations, Office of Hazardous Materials Safety (OHMS), located within PHMSA. The incumbent, in collaboration with the Administrator and the Deputy Associate Administrator for Policy and Programs, carries out a national program to ensure the safe, reliable and environmentally sound operations of the Nation’s hazardous materials transportation system. Responsible for overseeing and managing the day-to-day field operations/activities of OHMS and assists the Associate Administrator with high-level program planning and administration associated with OHMS field operation mission and program responsibilities.

If selected, you must be certified by an OPM Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program. You must receive certification before you can be appointed to the position.
