This position is located in Alexandria, VA with the Office of Professional Responsibility (OPR). The incumbent is responsible for OPR leadership, management, planning, and performance. Responsible for day-to-day oversight and management of OPR to conduct administrative and criminal investigations of potential violations of criminal and civil statutes, regulations, and policies by DoD OIG employee. Investigations include allegations of DoD OIG employee misconduct; allegations of waste, fraud, and abuse; and other issues as directed by the Inspector General.

Duties

Help

Duties as a Supervisory Administrative Investigator include but are not limited to:

  • Leads the transformation of OPR into a model investigative organization implementing the IG's vision. Directs planning, analysis, and investigative initiatives in accordance with relevant regulations and policies.
  • Manages projects, initiatives, and investigations to ensure responsive, cohesive, and timely management of investigation with appropriate results within established timeframes.
  • Monitors office programs for conformance to plans and schedules and achievement of overall goals and objectives; examines program efforts, determines investigative projects to be undertaken, expanded, or discontinued and makes recommendations to the IG on program actions.
  • Provides strategic leadership of internal OIG administrative, civil, and criminal investigations of OIG employees, contractors, and military personnel. Investigations often involve significant IG and Congressional interest and resulting findings and recommendations may affect agency programs and individual OIG employees.
  • Supervises a staff of three to six administrative investigators and criminal investigators.

OTHER REQUIREMENTS:
Position has been designated as Special Sensitive; incumbent is required to obtain and maintain a Top-Secret/SCI security clearance.
If you have not previously successfully completed a probationary period with the Federal Government in a similar position, you will be required to serve a two year probationary period.
If you have not previously successfully completed a a supervisory probationary period with the Federal Government , you will be required to serve a 1-Year Supervisory probationary period.
Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with Department of Defense (DoD) OIG. Organizational entities with the DoD are not required to conduct drug testing for DoD civilian employees moving by transfer or reassignment from one DoD Testing Designated Position (TDP) to another TDP with no break in service within the DoD, unless deemed appropriate on a case-by-case basis by the gaining Component.
Permanent Change of Duty (PCS-Relocation) expenses WILL NOT be authorized.

The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

To meet minimum requirements for this position, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service. Specialized Experience is defined as:1) Experience planning and managing all aspects of an administrative investigation, and writing administrative investigative reports; 2) experience researching Federal laws and regulations, compiling evidence through formal interviews and review of documentation, and analyzing evidence to reach well supported and balanced conclusions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Only experience and/or education obtained by the closing date of this announcement will be considered.
