The Associate Deputy Assistant Secretary for Budget Operations, is responsible for Department-wide budget policy, reporting, and score keeping. In addition, the incumbent has primary staff responsibility for budget formulation, presentation, execution, and related budgetary and program analysis for VA's staff office programs, Office of Inspector General (IG), and Supply Fund functions.
Responsible for budgetary analysis, development of recommendations, and implementation of budgets supporting Departmental objectives. In this role, the incumbent advises the DAS for Budget on budgetary requirements, long and short-term analysis, and application of the Administration's budgetary policies.
Directs the coordination of a wide range of VA budgetary functions involving agency-administration relationships in the budget formulation and execution process. Presents and defends budget estimates before the Office of Management and Budget (OMB) and Congress. Represents VA with outside agencies such as OMB, Treasury, and the staffs of the Appropriations Committees of Congress to ensure concerted action on all budget issues.
Leads the process for review, analysis, and presentation of annual budget requests from Departmental components for development of the VA budget, and modification for the President's Budget, taking into account Administrative and Departmental policies, legislative and fiscal constraints, and the needs of the Department. Recommends appropriate action, through the DAS for Budget.
Recommends to the DAS for Budget basic plans and policy guidelines or changes to be established for the purpose of improving the budget and budgetary operations of the Department.
Monitors and evaluates program budget execution by managing the analysis of spending trends, identifying key budget execution issues relating resource execution to performance targets, and developing recommendations for course correction.
