The United States Army Financial Management Command is a Direct Reporting Unit DRU under the Assistant Secretary of the Army for Financial Management & Comptroller (ASA (FM&C)) whose mission is to provide finance support and liaison to Army commands, component commands, direct reporting units, installations, and tactical units, as well as the Defense Finance and Accounting Service (DFAS), on matters pertaining to the adequacy of finance policies, systems, and reporting requirements. USAFMCOM also performs Army-wide or Army-unique actions such as financial management unit technical training, electronic commerce, and classified finance and accounting oversight.
Summary

Current or Former Permanent Federal Employees, 30% or More Disabled Veterans, Veterans Recruitment Appointment (VRA) eligibles (up to GS-11), Veterans Employment Opportunities Act (VEOA) eligibles, Schedule A eligibles, Military Spouses Preference eligibles in the local area, Peace Corps eligibles, and other individuals eligible under Special Appointment Authorities
Provides assistance to Army activities/commands to prepare for, consolidate and monitor the four phases of audit response processes, which include planning, internal control, testing and reporting.
Serves as a point of contact (POC) for impacted Army commands/activities regarding accounting and entitlement transactions identified in substantive audit testing.
Advises commands/activities in the implementation of audit and reconciliation procedures as they relate to the Army?s financial audit preparedness.
Performs tests of retrievals for documentation to measure success and audit readiness prior to auditor requests, and maintains access to all retention systems and databases to retrieve documents in a timely manner.
Assesses the completeness of auditor artifacts and coordinates and oversees the delivery of supporting documentation such as provided by client (PBC) lists, auditor samples, and ad hoc requests related to investigations and audits.
Background or Security Investigation:
The individual selected will be subject to an investigation in conjunction with granting of a security clearance prior to appointment. Selectee must be able to obtain and maintain a Secret or TOP Secret clearance. Qualifications
Time in Grade:
For entry at the GS-07 level, status applicants must have served 52 weeks as a GS-05 or higher grade in the Federal Service.
For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
Basic Requirement:
This position has a positive education requirement. Applicants must meet the basic educations requirements in order to be found minimally qualified for the position.
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor.
Specialized Experience:
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience is defined as experience with applying accounting laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; analyzing and evaluating reports from financial systems; gathering financial data from various sources related to a specific financial issue; and researching accounting policies and laws to resolve common issues.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience is defined as experience with providing professional accounting services, advice, assistance, and information to an assigned area by applying accounting concepts, principles, and methods to the day-to-day accounting operations and automated accounting systems.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as experience with providing professional accounting services in the interpretation and application of accounting principles, policies, and procedures.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of the competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
