Duties

Help

This position is established as a Senior Official for Privacy within the Information Assurance (IA) Division, Office of the Chief Information Officer (OCIO), Office of Management and Policy (OMP), Department of Health and Human Resources (HHS).
The selectee:
  • Serves as a leader for the policy, procedures, and training within the IA Division.
  • Manages the FedRAMP and FISMA Certification (Assessment) and Accreditation process for all OIG systems and applications to assure timely completion and presentation for certification and Authority to Opperate (ATO).
  • Manages the development of the information security input to the OIG strategic, long term an short term plans.
  • Leads records management within OIG, and administer and coordinate the development and maintenance of the OIG records management schedules by providing advice and guidance to management and staff on the creation, maintenance and use of records, electronic recordkeeping and electronic mail system.
  • Develops and promulgates Information Security Policy, Procedures, and Guidelines to ensure the OIG security program complies with Federal, HHS, and OIG policies, procedures, directives, standards, and guidelines, including managing the OIG/OIT Federal Information Security Management Act (FISMA) audit response to HHS and the Office of Management and Budget (OMB).

1. Attention to Detail - Have you worked independently to produce system and /or application test plans defining the testing process including approach, text cases, testing tools, dependencies and allocation of testing resources, acceptance criteria, reporting, and communication plan for IT projects that are complete and accurate?
2. Customer Service - Have you established and maintained ongoing working relationships with information technology management, peers, internal or external stakeholders, and/or customers regarding project delivery schedules, newly developed and implemented software sensitive or controversial information, effectively handled situations involving a high degree of tension or discomfort?
3. Oral Communication - Have you communicated, explained, negotiated or defended complex information technology project ideas and information clearly and adapted to technical and non-technical audiences level of knowledge?
4. Problem Solving - Have you used analytical techniques to identify alternatives to solve complex or sensitive project and technological problems, anticipated problems and identified and evaluated potential sources of information and generated alternatives to solve problems where precedents do not exist?
To qualify at the GS-14 grade level:
Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Mastery of information security and assurance knowledge and experience to include but not limited to: Federal policies, procedures directives, standards, and guidelines, i.e., those issued by OMB, National Institute of Standards and Technology (NIST) to include Federal Information Processing Standards (FIPS); Federal Certification and accreditation (CAA) requirements; and Security requirements within an enterprise architecture. Knowledge of and skill in applying conventional and advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting polices, procedures, and strategies for planning and delivery of IT services; providing technical advice on IT issues; and making decisions or recommendations.

Security and Background Requirements: A background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.
