This position is in the Senior Executive Service (SES), a small elite group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations. This position is located in the MCHB-Maternal and Child Health Bureau, in Rockville, Maryland.

Duties

Help

The Associate Administrator for the Maternal and Child Health Bureau (MCHB); plans, manages and directs a national program that: 1) assures access to quality care, especially for those with low-incomes or limited availability of care; 2) reduces infant mortality; 3) provides and ensures access to comprehensive prenatal and postnatal care to women (especially low-income and at risk pregnant women); 4) increases the number of children receiving health assessments and follow-up diagnostic and treatment services; 5) provides and ensures access to preventive and child care services, as well as, rehabilitative services for certain children; and 6) Implements family-centered, community-based, systems of coordinated care for children with special healthcare needs.

Provides overall direction to promote the implementation of a broad range of programs that address the needs of the nation's MCH population, the largest of which is Title V, The Maternal and Child Health Service Block Grants. MCHB also makes discretionary grants that focus on key issues in maternal and child health, support research, and train maternal and child health professionals.

Coordinates the functions of the MCHB and its relation with other national health programs.

Interprets national trends and their possible effect on HRSA and Department-wide activities and recommends action to the Administrator.

Is responsible for the effective management of resources through subordinate staff and makes decisions and/or recommendations, which materially influence ultimate decisions in all areas of operations including workforce, fiscal, logistics and other resources required to carry out assigned functions in an effective manner.

Directs the development of new legislative proposals for the MCHB, which can impact upon current mandates. Meets with the Office of General Counsel, Congressional staff, and other interested high-level officials in the Department and the Administration in the process of developing feasible provisions, which are designed to carry out the objectives of the agency's programs.

Provides executive leadership and direction for the Bureau's policy development as it relates to pertinent HRSA, HHS, and Administration policies. Identifies the need for and directs subordinate staff in the conduct of special studies to determine future policies of the Bureau.

Selects evaluation projects or studies to be conducted for use on a broad range of program concerns. Reviews staff reports resulting from these studies and makes decisions regarding the most innovative and/or feasible recommendations made.

Provides policy guidance on the formulation of the Bureau's budget requests. Presents budget and program information to the Department and OMB. Testifies before Congressional Committees on both substantive legislative and budget justifications.

Represents the Bureau in meetings with outside organizations, including representatives of the Department, other Departments, various State and local health agencies, professional and advocacy organizations.

  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE 04/25/2018.

To qualify for this position, your resume must state sufficient experience to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Mandatory Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and Mandatory Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained
at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully
completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Mandatory Technical Qualifications (MTQs)
This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following MTQs must be evident in your resume.
  1. Demonstrated knowledge in planning, managing and directing a national program for assuring the development and implementation of systems of care service for mothers, children, youth and children with special health care needs.
  2. Demonstrated executive leadership and direction in the development of policies, guidelines and regulations relating to Maternal and Child Health programs.
  3. Executive level experience working in partnership with Federal, state, local or tribal governments, Congressional offices, academic institutions, and/or professional organizations on maternal and child health programs.
  4. Demonstrated senior level experience in directing the development of new legislative proposals.
  5. Executive level experience in participating in budget presentations to upper level management.
  6. Demonstrated senior level experience with preparing testimonies, speeches and briefing books.

Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance based pay adjustments.
