Physical Demands: The work is primarily sedentary. Occasional travel is required utilizing government vehicles and commercial or chartered aircraft. Writing and editing assignments require a degree of concentration and often include working under extremely tight deadlines with considerable outside pressure.

Work Environment: Work is performed primarily in an office environment in an urban setting. Occasional field assignments are required to gather information and carry out the communications program.

Duties

Help

Serves as the official spokesperson for the BLM Eastern States Office and ensures agency policies, programs and actions are appropriately communicated to others.

Plans, leads, coordinates and implements a strategic and dynamic new media and web presence based on industry trends, best practices, and forward-looking communication technologies.

Responsible for adhering to the policies, procedures, and processes, needed to develop, implement, and sustain the agency’s internal and external website and social media presence.

Develops and evaluates policies for printed material and ensures printed materials comply with BLM and Government Printing Office standards. Approves publications in both traditional and digital formats.

In support of the State Director, BLM Director and the Secretary of the Interior, prepares congressional testimony, briefing materials, witness briefings and follow-up questions for the record.

Coordinates and prepares responses to routine congressional inquiries, working closely with local congressional staff.

Directs managements response to all Congressional and other elected official correspondence received by the State Director.

Functions as a member of the State Leadership Team in evaluating, advising and planning for implementation of policies and decisions on management of public lands and their resources as well as controversies and public interest associated with land management decisions. Issues may include, by are not limited to, all programmatic issues under the BLM’s mandate of multiple use and sustained yield, including oil and gas leasing, wildfire management and response, renewable energy development, land use planning, wild horse and burro adoptions, coal leasing and development, hard rock mining and tribal consultations, military land withdrawals, land access, recreational use, special designations, and law enforcement activities.

Functions as an advisor to the State Director. Identifies internal and external target audiences for various issues.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirements - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-13) of the position to be filled.

For the GS-14 level: One year of specialized experience equivalent to the GS-13 level is required. Examples of specialized experience at the GS-13 or equivalent level include: Experience developing targeted scale social media campaigns and utilizing a diverse array of social media platforms to communicate information about agency programs, policies, initiatives and other relevant information to the public.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

KSA 4: Skill in overseeing the development and execution of communication strategies involving complex natural resource issues to be delivered to both supportive and hostile audiences.
