The primary responsibility of a Student Trainee (Administrative Support Specialist) is to continue learning and gaining experience as it relates to administrative functions within a Federal Agency through job and classroom training.
The student will perform limited administrative support assignments that are developmental and recurring in nature including functions such as the following at the GS-4 grade level:
Assist supervisor in the preparation of a variety of administrative material required to support the organization;
Assist in reviewing reports and other documents for correctness and verifying discrepancies with the appropriate office or individuals;
Assist in assembling data and consolidating and preparing reports for assigned projects;
Type memorandums, report and other documents as assigned and review for correctness and conformance to organizational policies;
Maintain and organize electronic personnel files for all headquarters and regional staff; and ensure files/filing is complete in a timely manner.
The student will perform limited program analysis assignments that are developmental and recurring in nature including functions such as the following at the GS-5 grade level:
Assist the Branch by ensuring that new hires are equipped with law enforcement credentials, travel authorizations and government-issued credit cards;
Perform analysis and prepare reports on administrative areas;
Support the Director, Human Resource Administrative Service (HRAS) by preparing personnel action requests and ensuring completeness;
Assist the specialist in adhering to financial interest/outside activities reporting requirements;
Maintain and organized electronic personnel files for all headquarters and regional staff; and ensure files/filing is complete in a timely manner;
Assist in handling all performance management plans for Office of Investigation (OI);
Prepare letters to regional and headquarters employees regarding duty status, reassignment actions and retirement at the direction of the Director of HRAS.

Eligibility

Program Administration
The Internship Program is primarily administered by each hiring agency.
Agencies may hire Interns on a temporary basis for up to one year for an initial period, or for an indefinite period, to complete the educational requirement.
Interns may work either part- or full-time.
Each agency must sign a Participant Agreement with the Intern that sets forth the expectations for the internship.
Intern's job will be related to the Intern's academic career goals or field of study.Program Completion and Conversion
Interns may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program.
To be eligible for conversion, Interns must:
Complete at least 640 hours of work experience acquired through the Internship Program
Complete their degree or certificate requirements
Meet the qualification standards for the position to which the Intern will be converted
Meet agency-specific requirements as specified in the Participant's Agreement, and
Perform their job successfully.
At the discretion of OIG, we may credit or waive, for conversion eligibility, up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance. In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640-hour requirement. Time spent under previous Internship Program appointments may count towards required work experience hours.
Qualifications
You must meet all eligibility requirements for the Pathways Internship Program and all qualifications requirements for the position by the closing date of this announcement.
Internship Eligibility Requirements:
Individuals accepted for enrollment (must provide an acceptance letter from the academic institution on letterhead and provide proof of student confirming acceptance) or students enrolled (you must provide unofficial academic transcripts) from an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); professional, technical, vocational, and trade school; advanced degree programs; or other qualifying educational institution pursuing a qualifying degree or certificate.
To qualify for the GS-04 grade level, the applicant must have graduated from high school and successfully completed at least two years of academic education above the high school level; OR the applicant must have at least one year of progressively general experience. General experience is any type of work that displays the ability to perform the work of the position as demonstrated through assisting in research, data collection, and studies, assisted in preparing or reviewing written memorandums; OR the applicant may qualify based on a combination of general experience and education
Note: One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks. To determine if you qualify based on a combination of education and experience, first determine your education as a percentage (e.g., 30 semester hours divided by 60 equals 50%); then determine your experience as a percentage (e.g., 6 months general experience divided by 12 equals 50%); finally, add the two percentages and if the total equals 100% or more, you qualify (e.g., 50% + 50% = 100%).
To qualify for the GS-05 grade level, the applicant must have completed a 4-year course of study leading to a bachelor's or equivalent degree; or a Bachelor's degree; OR applicants may qualify based on having 3 years of progressively general experience, 1 year of which was equivalent to at least a GS-4 as described above. Progressively general experience is any type of work that displays the ability to perform the work of the position as demonstrated through analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing; OR the applicant may qualify based on a combination of education and general experience for the GS-05 grade level.
