The incumbent serves as the Chief of the Engineering Services Division (ESD) at the USCG Surface Forces Logistics Center. As such, the incumbent is technically and administratively responsible for managing the engineering design and associated logistics support work required for new construction, conversations, engineering changes, repair and maintenance of Coast Guard cutters and boats as assigned to the Division.

Typical work assignments include:
- Directing and coordinating the work of four Branches through Branch Chiefs, furnishing direction, guidance, and support as required.
- Establishing internal policies and operating procedures and issuing guidance instructions.
- Determining fundamental lines of approach, determines and monitoring priorities and assigning work.
- Participating in the activities of engineering and logistics societies and maintaining contact and liaison with those organizations in the Navy, MARAD and other government agencies, which are involved in ship design, logistics support, maintenance and operations.
- Carrying out EEO policies and communicating support for these EEO policies to subordinates.
- Responsible for developing and executing ESD's budget including OE and AC&I funding and ensuring sound business practices are balanced against operational requirements.

Qualifications
Applicants must show that they possess a knowledge of professional engineering principles, methods and procedures as evidenced through the following: Completion of a bachelor's or higher degree in engineering from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR registration as a professional engineer by a state, the District of Columbia, Guam, or Puerto Rico. OR successfully passing the Engineering-in-Training (IT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET- accredited program. OR a combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in the first paragraph above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR successfully completing a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND have at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. IN ADDITION TO MEETING THE BASIC EDUCATION REQUIREMENT, APPLICANTS MUST HAVE Completed at least 1 full year of specialized experience (equivalent to the GS-14 level in the federal service). Specialized experience must have demonstrated a mastery of the concepts and principles of general engineering to resolve novel or obscure problems, mastery of planning analytical methods, alternative analysis techniques and praces, and business decision modeling including financial and economic analysis, mastery of a multi-disciplinary engineering theory, principle, and practices. Knowledge of commercial vessel plan reveiws, marine safety, marine environmental, vessel security and technical programs. Experience serving as a highly technical point of contact on major engineering programs. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
